The starting salary for this role is £52,047 per annum based on a 36-hour working week. The position is offered until 31st March 2026 on a fixed-term or secondment basis. There is the potential of extension when the Adult Skills Fund becomes fully operational.
This is a unique opportunity to support Surrey County Council in shaping a new, effective approach to adult skills funding, aligning it with key socio-economic outcomes. Responsibilities include overseeing and commissioning large budgets and driving collaboration with partner organisations.
The role is hybrid with at least one day in Woodhatch Place, Reigate (usually Tuesday). The job may also require some travel to other locations in Surrey and occasionally further afield. The post reports directly into the Head of Economy and Growth Operations.

The Economy and Growth team focuses on sustainable economic development across Surrey, working as 'One Council' to grow a sustainable economy and ensure no one is left behind. We provide strategic services in business support, innovation, skills, and places for the benefit of Surrey's 1.2 million residents.

About the Role
As an Adult Skills Fund Delivery Lead, you will guide Surrey County Council's strategic direction for the Adult Skills Fund (ASF) through the development of the Surrey Skills and Workforce Plan and driving its implementation via the Commissioning Strategy.
The ASF will be transferred to the council in August 2026, with a £12m annual budget. This includes managing the strategic, policy, investment, and programme functions. The Council has secured funding for programme management, supported by the Economy and Growth Team.
The role will involve providing expert input on procurement, market analysis, stakeholder engagement, fund guidance, monitoring, and collaboration with other local authorities. The role will involve contract management and line management of a small team of up to 10 staff.

* Experience in establishing and overseeing large skills programmes and budgets, including taking projects from concept to delivery within short timescales.
* Experience working with stakeholders and government departments.
* Strong understanding of the Adult Skills Fund, with ideally experience in its commissioning and a focus on innovative approaches.
* Excellent communication and partnership-building abilities.
