JOB SUMMARY We are seeking an experienced and highly skilled Director of Construction Operations to lead the entire project management team, including Project Managers, Site Managers, Site Supervisors, and contractors in delivering high-quality EWI retrofit and energy efficiency projects across the UK. This senior leadership role requires an individual with extensive experience in contract management, operational leadership, and compliance within the EWI retrofit industry. The successful candidate will ensure the company’s projects meet quality, safety, and compliance standards while driving efficiency and profitability. KEY RESPONSIBILITIES • Provide strategic direction and leadership for all project teams, ensuring successful delivery of energy efficiency measures across various sites. • Oversee all EWI retrofit projects and other energy efficiency programs to ensure timely and high-quality completion. • Drive operational excellence through continuous process improvement, best practices, and innovation. • Lead contract negotiations, ensuring all contractual obligations and compliance standards are met. • Work closely with the Commercial Director to oversee financial performance, budgeting, and cost control. • Monitor and manage multiple contracts, ensuring adherence to PAS 2035 and other industry regulations. • Ensure all projects meet contractual requirements, KPIs, and service level agreements. • Directly manage Project Managers, Site Managers, and Site Supervisors, providing leadership and performance oversight. • Develop and mentor the operational team, fostering a culture of accountability and professional growth. • Ensure adequate training and competency levels for all staff and contractors. • Promote cross-team collaboration to enhance efficiency and knowledge sharing. • Ensure strict compliance with health and safety regulations, CDM 2015, ISO 9001, and PAS standards. • Oversee risk assessments, RAMS, toolbox talks, and site safety audits. • Implement a zero-harm safety culture, reducing workplace incidents and ensuring best practices are followed. • Ensure all staff and contractors hold the necessary certifications and accreditations. • Maintain strong client relationships, ensuring satisfaction and repeat business opportunities. • Ensure all work is completed to the highest standard, within budget, and in compliance with PAS 2035 and PAS 2030. • Implement robust quality control processes, ensuring projects exceed customer and regulatory expectations. • Address and resolve any escalated customer complaints or project issues. • Oversee the development and performance of the supply chain, contractor network, and material procurement. • Ensure project resources are efficiently allocated to maximize productivity and cost-effectiveness. • Manage contractor performance, ensuring they meet project specifications and standards. • Act as a key liaison between the company, clients, regulatory bodies, and stakeholders. • Provide regular updates and reports to the Managing Director on project progress, risks, and opportunities. • Represent the company at industry forums, government meetings, and client negotiations. KEY ATTRIBUTES Qualifications & Certifications Essential: • Degree in Construction Management, Operations Management, or a related field. • NEBOSH or IOSH Health & Safety qualification. • Proven experience in senior leadership roles within the EWI retrofit or energy efficiency sector. • Strong understanding of PAS 2035, PAS 2030, ISO 9001, and CDM 2015 compliance. • Experience managing large-scale contracts and multi-disciplinary teams. Desirable: • PRINCE2, PMP, or similar project management qualifications. • ISO 9001 Lead Auditor certification. • Chartered status or membership of a professional body (e.g., CIOB, RICS). • Experience working with government-funded energy efficiency schemes (e.g., ECO4, LAD, SHDF). Technical Knowledge • Extensive knowledge of External Wall Insulation (EWI), Boiler Upgrades, PV Systems, Loft & Cavity Wall Insulation, Glazing, Roof Replacements, and Asbestos Management. • Expertise in contractual compliance, risk management, and financial control. • Proven experience implementing health & safety best practices across multiple sites. • Ability to drive operational improvements using data analysis, performance metrics, and technology solutions.
