We are looking for a dynamic Planning Manager - Circularity to join our growing team at Tarmac. The location of this role is flexible across our various sites. In this role, you will be integral to delivering the objectives of our Circularity Strategy, focusing on finding, securing, and developing new operational site ventures and opportunities for recycling and landfill. You will ensure the long-term success of our footprint, maximise portfolio value, and help create sustainability for the future.
Role Responsibility
Strategic Planning & Execution: Lead the development of strategic plans that define and identify industrial footprint requirements, securing land assets to meet business objectives
Compliance & Legislation: Oversee the development of secured assets through planning and permitting processes, ensuring compliance with environmental, planning, and waste acceptance regulations. Maintain ISO14001 accreditation
Budget & Financial Management: Manage the budgeting, forecasting, and capital expenditure of Circularity projects. Achieve budgeted volume and profit targets and ensure new sites align with business strategy
Stakeholder Collaboration: Work closely with internal operational teams, external partners, and stakeholders to drive strategic success. Build and maintain relationships with joint venture partners, third-party contractors, and consultants
The Ideal Candidate
To succeed in this role, you should possess:
Strong analytical, planning, and organisational skills
Exceptional time management and the ability to prioritise effectively
Good decision-making skills, ensuring timely and forward-moving actions
Excellent communication skills, both written and verbal
Confidence in managing conflicts and resolving issues effectively
A collaborative approach, able to work cross-functionally and engage stakeholders at all levels
The ideal candidate will have experience in:
Securing land and mineral interests through option, lease, or freehold acquisitions
Delivering mineral and industrial planning projects for new sites and extensions
Managing capital projects and budgets
Knowledge of mineral planning, supply of aggregates, and related policies in the UK
Expertise in Landlord & Tenant and planning legislation related to waste and industrial property
Representing the business in external stakeholder groups, developing and nurturing strong relationships
Strategic planning environment, ideally within the construction or materials sector
Proven experience with legal and compliance requirements in land procurement
