Job Title: Children’s Home Ofsted Registered Manager

Hours of work: 40-42 hours per week (which may include occasional evening or weekends)
Salary: £50,000 to £60,000
The applicant must be able to submit their Ofsted application for registered manager to Ofsted along with the company registration to Ofsted within 4 weeks of coming into post. CARE 2 CARE has an exciting opportunity for an experienced registered manager to assist with managing a 4 bed EBD children’s home in the London borough of Southall for long to medium term planned and emergency admissions.
To develop and grow this new service we are looking for a strong, dedicated, and ambitious manager, who is passionate about working with children and young people creating a safe, comfortable and caring home environment. Complying with the Children’s Home Regulation 2015, Quality Standards, Ofsted inspection framework, local authority’s expectations and the home Statement of Purpose. A manager to make a difference supporting the children/young people to achieve the best possible outcomes.
Purpose of the Role:
1. To ensure the Statement of Purpose is in place and is appropriate to the service provision.
2. To be responsible for the day-to-day running of this new home its service delivery, shaping and growth, as well as promoting a safe and supportive environment ensuring the best possible care is delivered to the children and young people at all times.
3. To lead and manage a team in the Children’s Home and supervise the delivery of placement plans, risk assessments and behavioural management plans for the children and young people in the home.
4. To provide high quality care services that actively supports the varying needs of the children and young people in the care of the home.
5. To provide motivational leadership and be a role model to the staff team and maintain the smooth running of the home.
6. To be responsible for the health & safety and home maintenance.
Duties and responsibilities:
1. To ensure the homes Statement of Purpose is in place and appropriate to the service delivery of the home.
2. To manage the children’s home and ensure the efficient operation of the service in accordance with the regulatory body, all relevant legislation, local authority policies and procedures, the company policy and procedures.
3. To take the lead to produce an annual development/action plan for the home, setting and reviewing targets and objectives ensuring the home remains focused with a clear direction in the delivery of a high-quality service to meet needs of the children and young people in the care of the home.
4. To develop a culture of continuous quality improvement, based on CARE 2 CARE Ethos and staff Code of Conduct and CPD Programme.
5. To keep the Children’s Guide, and policies and procedures under review.
6. As the home manager to develop a full understanding and working knowledge of the CARE 2 CARE policies and procedures and support the implementation and development ensuring they are applied at all times.
7. To provide operational management of the staff team and deploy appropriate staff resources in order that key duties tasks are met.
8. To ensure complaints and concerns are positively actioned and dealt with correctly.
9. Ensure that sufficient back up resources are available for out of hours and emergency situations.
10. To arrange statutory and non-statutory staff training to ensure continuous professional development needs are met in line with the home service objectives and needs of the children and young people within budget and evaluate its effectiveness and value.
11. To provide effective leadership by implementing organisational strategies, to enable objectives of the company to be achieved, develop effective communication strategies and systems which assist staff in the operation of their duties.
12. To lead, support and supervise staff, to achieve the highest standards of care for the children and young people. Promoting positive team work amongst the staff team.
13. To maximise the effectiveness of through motivational, development and the application of the company policies and procedure.
14. To monitor and review procedures setting in place processes to ensure the service is compliant with government regulations, the company policy and procedure working to ensure a good quality of service is delivered meeting care standards.
15. To contribute to the development of the company policies and procedures and new initiatives aimed at improving the service delivery.
16. To be the homes safeguarding officer, to lead and be responsible for safeguarding, investigation and referral of allegations.
17. To promote individual rights, providing good quality care which is free from oppression and where differences are respected and valued.
18. To build effective multi-agency and partnership relationships with local authorities, CAMHS, YOS and other agencies as required.
19. To ensure all the required documentation by the regulators is completed to a high standard and made available for inspections, checks or as requested.
20. To ensure that the home is maintained in a clean and safe order ensuring the physical state of the home is in good repair and appearance and kept at a high standard and that all repairs/maintenance problems are dealt with promptly.
21. To have line management responsibilities for the staff team, ensuring that all staff receive regular supervision and annual appraisal and that standards of performance are being achieved; to manage under-performance through objectives setting and regular reviews and if necessary the capability procedure.
22. To organise duty rota in order to ensure that the needs of the children and young people are met at all times.
23. To be part of the on-call rota system.
24. To participate in a range of corporate and management activities as defined by the director.
25. To actively participate in recruitment, grievance, disciplinary, and other staffing matters as required within employment legislation.
26. To ensure all new staff participate in a comprehensive induction session to ensure they are effectively introduced to the service, its values and aims and good practice.
27. To conduct regular reviews with new staff during the probationary period including progression through Competency Assessment programme and to always conduct bi-weekly supervision followed by three and six-month review to confirm appointment or extend the probation.
28. To investigate Grievances as required by the company policy and procedures.
Care Practice:
1. Create a safe, nurturing home environment where children and young people feel safe and cared for.
2. To ensure that all children and young people have an up to date individual placement support plan, that is regularly evaluated, and active involvement of the child/young person is encouraged in the preparation of the plan.
3. To promote the practice of working in partnership with young people and their families, to meet the needs of children and young people.
4. To assist and supervise in the continual assessment of the needs of the children/young people and to identify and prepare specific developmental plans, care plans to ensure the most appropriate service provision to meet the needs of the individual child/young person.
5. To ensure the needs of the children and young people are met in line with the outcomes of Every Child Matters 5 outcomes.
6. To liaise with the various internal and external multi-disciplinary teams and commissioning authorities to ensure that the needs of the children and young people are met and minimise drift in progressing things forward.
7. To facilitate and support external advocacy support for children and young people.
8. To ensure that children and young people have access to their support plan information.
9. To ensure professional and legal responsibilities with regards to the storage, handling and administration of medication is met at all times.
10. To take a lead role in the gate keeping and allocation of a range of services provided to meet the identified needs of young people.
11. To be responsible for the management, co-ordination and development of a range of quality services for young people referred and/or accommodated within the home.
12. To ensure all staff work together with colleagues and external professionals to, recognise, assess and meet the emotional, physical, social and psychological needs of the children and young people.
13. To contribute to the development of appropriate relationships with and between staff, children, young people and stakeholders.
General Management:
1. To regularly inspect the condition of the structure, fabric furnishing and fittings of the home to ensure that all necessary equipment, etc is in good working order and of a reasonable, safe and acceptable standard of repair.
2. To maintain registered manager status as judged by Ofsted.
3. To ensure the rota meets the needs of the children and young people’s support packages and that the number of staff and skills set on a shift meets the needs of the children and young people.
4. To effectively manage the home financial budgets and annual targets ensuring financial policies and procedures relating to daily petty cash, children and young people’s monies, valuables, savings are rigorously adhered to.
5. To ensure the security and confidentiality of all records and information relating to the service delivery.
6. To ensure all records required by OFSTED are compiled and kept safely.
7. To ensure all annual leave requests are co-ordinated to prevent disruption to the service delivery.
8. To control sickness absence by always conducting back to work interviews and correctly applying the company policy.
9. To ensure timesheets are correctly completed by staff and sent to payroll on time.
10. To ensure the service complies with all statutory obligations and relevant legislation i.e. fire safety, health & safety, environmental to meet professional and legal responsibilities with regard to health and safety issues and to ensure that all monitoring requirements are met.
11. To liaise effectively with the company head office administration building good working relationships as required for the day to day operational service.
