Role SP Energy Networks (SPEN) will be delivering over £10 bn of investment in the GB electricity grid over the next 5 years. As part of this, SPT Strategic Projects will be delivering a £2.4b portfolio of new overhead lines and new and upgraded substations, including design, engineering, construction and electrical works. The ‘Governance, Reporting & Change Lead’ is a critical role within SPT Strategic Projects focussing on implementing, maintaining, and continuously improving a robust portfolio-wide Governance structure and leading the standup and implementation of two core PMO capabilities across the portfolio: Performance & Reporting and Change Management. The successful post holder will be working as part of a multi-disciplinary PMO team and will serve as the technical on all governance, reporting and change management aspects. The role reports to the Strategic Portfolio PMO Lead. The position may require frequent travel to various locations in the UK. The individual should be prepared to manage teams working at different project locations. What you will be doing Governance Leads the implementation, management, and continuous improvement of portfolio, programme, and project governance frameworks across the Strategic Portfolio. Drives a culture of openness, professionalism, and collaboration, maximising the input and effectiveness of key stakeholders in governance activities to reduce operational risks and costs to the business. Ensures adherence to regulatory, control, and KPI requirements, facilitating compliance across the Strategic Portfolio. Support the governance around the implementation of BIM and Common Data Environment (CDE). Engages regularly with key stakeholders, fostering collaboration and alignment on governance, reporting, and change management activities. Monitors and reviews contractor compliance with governance, reporting, and change management requirements. Collaborates with Planning & Scheduling, Cost Management, BIM and Risk teams, ensuring governance processes integrate seamlessly across PMO functions. Performance & Reporting Leads Performance & Reporting Management (PRM) activities at portfolio, programme, and project levels, ensuring reporting meets the needs of all stakeholders (internal and external) across all project lifecycle phases. Accountable for reporting, analysing, and interpreting performance against Key Performance Indicators (KPIs) across the Strategic Portfolio. Owns the PRM process and the monthly portfolio reporting cadence, ensuring timely and accurate delivery of reports. Accountable for the continuous maintenance and development of the Strategic Portfolio integrated data model and CDE that feeds into reporting dashboards. Prepares and delivers portfolio-wide reports to stakeholders across SPEN, interfacing directorates, and Iberdrola Global Practice Groups. Plans and prioritises reporting activities, ensuring monthly reporting deadlines are met while maintaining high standards of quality and accuracy, and motivates team members to adapt to changing priorities. Implements standardised KPIs and metrics in reporting templates and digital dashboards, driving consistency in updates and communications across the portfolio. Owns the development, maintenance, and continuous improvement of Strategic Portfolio and Project PowerBI dashboards, enhancing data visibility and usability. Contributes to regulatory reporting requirements, including providing inputs to the annual Ofgem reporting process and supporting other regulatory submissions as required. Introduces innovative and efficient reporting practices, creating a culture of data analysis and visualisation over manual report creation. Defines KPIs and reporting requirements for Contractors, ensuring alignment with Strategic Portfolio standards. Change Management Leads Baseline & Change Management activities across the portfolio, ensuring adherence to approved processes and templates. Owns Baseline & Change Management processes, standards, and templates, ensuring alignment and consistency across the portfolio. Lead the migration to BIM/CDE environment. Provides Governance, Reporting, and Change Management training, equipping portfolio and project teams with the knowledge and tools to succeed. Leads recruitment, onboarding, and allocation of Performance & Reporting Managers and Baseline & Change Managers to Strategic projects. Contributes to the continuous improvement of the Strategic Portfolio, championing lessons learned and the adoption of best-in-class industry practices. What you will bring Extensive experience (15 years) in large-scale EPC energy projects; experience in UK transmission/distribution upgrade projects is advantageous but not essential. Degree qualified in Engineering, Construction Management, Project Management, or equivalent qualifications/experience in project/programme management (e.g. APM, PRINCE2). Proven experience in a Portfolio Delivery environment, preferably similar in scale and complexity to SPT Strategic Projects. Expertise in reporting and data analysis, with proficiency across a variety of applications and platforms (e.g. PowerBI, MS Office). Ability to review and scrutinise integrated data models developed by PMO Analysts to feed in portfolio-wide PBI reporting dashboards Experience in supporting the implementation of change in complex and dynamic business environments. Confident and skilled in constructive challenge, with the ability to influence decision-making at all levels of the organisation. Delivery-focused and resilient, capable of managing competing priorities and adapting to continually changing demands within tight deadlines. Experience in influencing and engaging with stakeholders at various organisational levels and external parties. Ability to make high-level decisions under tight timescales and competing priorities, ensuring alignment with portfolio goals. Proven experience in line management, with strong people management skills, including developing and motivating high-performing teams. Awareness of regulatory impacts on business revenues and reporting requirements. Minimum Requirements Knowledge of NEC4 contracts, including their governance and reporting requirements. Degree-qualified in a relevant discipline (e.g., Engineering or Project Management) or equivalent relevant experience. Advanced proficiency in IT systems, including Microsoft Office Suite and Power BI, with a strong understanding of integrating complex data models from various digital tools (e.g., P6 Primavera, BIM ACC, SAP, etc). Proven experience in a programme delivery or project planning environment, ideally within large-scale infrastructure or energy projects. Strong communication and influencing skills, with the ability to engage and motivate stakeholders across all organisational levels. Demonstrated people management skills, with experience in leading and developing high-performing teams.
