The postholder will manage the Transactional, Receipt and Distribution and Supply Chain teams providing a daily logistics, 'top up' service and transactional activity to MWL. The postholder will be responsible for ensuring that the Trusts' wards and departments are provided an excellent service ensuring that all the departments have the goods they require to deliver patient care.
The postholder will liaise closely with NHS Supply Chain to keep abreast of stock issues and take proactive measures to avoid stock out. You will also work closely with the Category Managers to identify optimum products offering good value for money and implementing agreed changes across the Trust.
You will optimise the service provided to the Trust ensuring that the right quality, volume and frequency of stock is delivered and available using the best technology. The postholder will also ensure that the service is flexible and can respond quickly and efficiently to the needs of the Trust.
Main duties of the job
* Be the onsite champion for all issues relating to the supply chain for clinical and general consumable goods.
* Proactively engage with clinical staff to optimise the service. Gain, and act appropriately on, feedback.
* Act as line manager to the Materials Management Supervisor and RDC Supervisor and offer support to the Buyer Team leader and the Transactional Team. Be responsible for recruitment within the teams and carrying out appraisals for direct reports.
* Manage appropriate action following MHRA alerts including identification and withdrawal of potential hazards.
* Manage relevant audits of Department work activities e.g. overstocking, sterility checks and stock turnover rates.

Supply Chain Management

* Ensure a clear audit trail for all goods delivered into the hospital ensuring systems and resources are utilised for efficient and traceable deliveries.
* To ensure that all Procurement activities operate in full accordance with legal, environmental and sustainability requirements.
Stock Availability
* Be responsible for the supply, purchase and availability of all clinical and general consumable goods to all Clinical areas within the site.
* Maintain the timed programme of top-up and where appropriate put-aways such that all Wards/Depts receive the service they require.
* Manage the smooth flow of goods from receipt to consumption, troubleshooting and adjusting the service as required to meet the operational requirement.
Inventory Management and Materials Management Ordering Systems
* Champion and be an advocate for the current systems and any new proposed system.
* Provide training to Departmental Managers and staff in the use of online ordering system or any future stock or inventory system.
* To act as the Trust administrator for the Materials Management online ordering system with the responsibility for user set-up, password allocation and maintaining authority levels with users and budget holders.
Planning
* Devise and implement plans such that the deliveries of stock to all medical areas of the Trust are maintained on a daily basis.
* Coordinate and review plans on a regular basis so as to deliver a cost effective and efficient supply chain service.
Person Specification
Qualifications
* Holder of Advanced Diploma from the Chartered Institute of Purchasing and Supply (CIPS level 5/6) or similar appropriate professional institute or relevant experience.
* Evidence of Continued Professional Development.
* Supply Chain Management training.
* Member of Chartered Institute of Purchasing and Supply (CIPS).
Knowledge & Experience
* Experience at a supply chain management level.
* Experience in people management - ability to influence and lead people in a complex and dynamic organisation.
* Demonstrable experience of negotiation skills & statistical and data analysis skills.
* Experience of the NHS Supply Chain Online system and the NHS Materials Management software.
* Trained in Manual Handling Techniques.
Skills
* Demonstrable advanced IT skills including specialist software for materials and contract management.
* Good knowledge of MS Office suite.
* Ability to communicate effectively at senior level including to the Trust Board.
* Ability to interpret, analyse, communicate and present complex information and evidence-based data.
