The CLD Standards Council is the professional body for community learning and development practitioners, established on the direction of the Cabinet Secretary for Education and Lifelong Learning in 2008. It is a member-led body whose vision is ‘that the communities and people of Scotland are served effectively by CLD practitioners who are recognised as competent, confident and committed to equality, empowerment and life-wide learning for all’.
The CLD Standards Council is hosted by Education Scotland as the national improvement agency for education and as such act as the employing body for CLD Standards Council team members.
The Corporate Performance Officer role with the CLD Standards Council will work directly with the Assistant Director and the Development Officer (Policy & Research) to gather and use evidence to support the improvement of practice standards for CLD practitioners, inform decisions and development of professional learning requirements of CLD practitioners and advise on trends and challenges associated with membership demographics. The post will be responsible for leading, monitoring and reporting on the CLD Standards Council’s corporate plan. It is an exciting opportunity to work in a small, friendly team and apply your analytical skills to improve our corporate approaches to evaluation and use performance data to support improvement. The post will involve working and communicating with members of the executive and standing committees, as well as key stakeholders across the CLD sector.
Responsibilities
•Support the Assistant Director with implementing, monitoring, reviewing and reporting of the strategic objectives, operating policies and procedures for the organisation.
• Support the Assistant Director with corporate governance duties, preparation of reports for the Executive Committee, Education Scotland, Scottish Government and other stakeholders.
• Lead on the gathering, collating and publishing of the organisation’s annual report.
• Lead on the implementation of procedures and processes to capture and report on organisational activity and events.
• Provide support to the Development Officers and Committees to identify areas for improvement, improve use of evidence based reporting and data analysis.
• Collect national data sources to develop a robust profile of the CLD workforce in Scotland.
• Work with FE/HE institutions and the Approvals committee to design and implement an annual process for capturing and reporting on student demographics.
• To provide expert advice about the use of appropriate methodologies for undertaking evaluative studies/research. This includes providing advice about ethical considerations, Data Protection and support for commissioned evaluation/research as required.
• Provide specialist advice to the team and committees to develop internal capacity in gathering and using information to inform improvement and in undertaking effective evaluative studies/research. This includes the development of tools/guidance and the delivery of tailored training and coaching approaches.

Essential Criteria & Qualifications
There are no specific qualifications required for this post.
Essential Criteria :
1. Strong background knowledge and understanding of, and experience with, CLD professional practice, delivery and the make-up of the CLD workforce.
2. Strong analytical skills using both qualitative and quantitative data. However, a particular skillset in quantitative methods and analysis is a requirement for this post. As is knowledge of Data Protection Act 2018.
3. Ability to problem solve, make decisions and prioritise where there are time constraints
4. Excellent verbal and written communication skills, including the ability to write concisely and clearly for a range of different audiences, to enable the required outcome.

This role can be based out of one of our Education Scotland office locations, Glasgow, Livingston, Dundee, Aberdeen or Inverness. This post is hybrid working in line with current Scottish Government policies.
Minimum Time In Post :
You will be expected to remain in post for a minimum of three years unless successful at gaining promotion to a higher Band or Grade.
In the event that further posts are required, a reserve list of successful candidates will be kept for up to 12 months.
