High-Level Overview
Client:
A demand-driven programme supporting sustainable green cities and climate-resilient infrastructure in lower-income countries. As the flagship programme of the UK's Green Cities and Infrastructure Centre of Expertise, the client supports UK Government objectives by accelerating investment in, and delivery of, growth-enabling infrastructure and urban development that is responsible, reliable, inclusive, low carbon and climate-resilient.
They aim to achieve this by addressing five key barriers:
• a lack of prepared, high quality, financeable infrastructure projects;
• poor infrastructure governance, weak regulatory structures and policy frameworks;
• limited fiscal autonomy and poor financial management in cities;
• a lack of effective urban planning and land use; and
• limited capacity to support green, inclusive and resilient growth.
Project:
The client is seeking an Investment Portfolio Manager to oversee the program's technical assistance (TA) portfolio, ensuring alignment with the program’s investment strategy. This includes supporting the development and refinement of GCIP’s investment TA strategy, managing the delivery of investment projects within the portfolio, and identifying and advancing a pipeline of CDEL opportunities across the program.

Key Deliverables:
Developing and Implementing GCIP’s Investment TA Strategy
* Collaborate with the Targeted Offer and Investment Thematic Lead to define and regularly update the strategy for the investment TA portfolio.
* Communicate the investment TA strategy effectively to key internal and external stakeholders, including the broader GCIP team.
* Engage with the broader financial ecosystem, including development finance institutions, multilateral development banks, international financial institutions, and private sector financiers, to support the strategy’s implementation.
Managing Delivery of Investment Projects within the TA Portfolio
* Partner with FCDO to identify and address requests for GCIP TA support within the investment portfolio.
* Liaise with FCDO Posts and potential GCIP clients to scope, define, and formalize new infrastructure and urban TA projects within the portfolio.
* Oversee project delivery, track progress, and capture lessons learned as part of GCIP’s regular reporting cycle.
* Directly deliver specific investment TA projects when relevant.
Developing and Advancing a Pipeline of CDEL Opportunities
* Coordinate with GCIP delivery teams to identify opportunities for CDEL and infrastructure funding deployment across GCIP countries.
* Engage with UK government departments to explore options for extending UK impact in infrastructure development and deploying CDEL funding.
* Lead regular pipeline calls with FCDO and other key stakeholders to advance targeted opportunities.
Requirements
Experience Required:
* 5-10 years of experience in infrastructure investment, preferably with international exposure and within a developing country context
* Background working in technical roles within organizations such as PIDG, BII, UKEF, or similar; experience within the UK government ecosystem preferred if coming from outside these institutions
Technical Requirements:
* Proven ability to scope, manage, and deliver cross-sector projects with limited oversight
* Strong project management skills to handle competing priorities and escalate risks or issues promptly
* Demonstrated experience engaging with the finance ecosystem, including development finance institutions and other relevant entities
Soft Skills Required:
* Exceptional relationship-building skills, both in-person and virtual
* Effective communication and decision-making influence when engaging with senior stakeholders across public and private sectors
* Strong teamwork abilities, especially within complex, multi-organizational, and diverse teams.
Working Arrangement
Location: London (preferred), with the expectation of one day per week in the GCIP office at PwC More London.
Start Date: Immediate
Term: Until March 2025, with the potential for a 6-month extension, followed by a possible 3-year extension.
Commitment: Minimum of 80% availability required.
