Venn Group have partnered with a Local Authority in the South-East to support the Delivery of their new organisational Target Operating Model.
The council is looking at designing changes to processes and services as well as completing work to identify high-level changes in the operating model that can deliver financial savings and efficiencies.
The council is looking to recruit 5 interim candidates to join the Digital team, working closely with the Strategy and Change team and the wider business, to develop a business case for further investment into the programme as a whole and scope out the next phases of work.
The council are looking to hire a Digital Transformation Strategist & Team Leader on a contract basis. This will be a senior individual with strong understanding and experience of large-scale digitally enabled change in local authorities.
They need to have sound business and people sense as well as pure digital, and be able to articulate and explain digital concepts to seniors without a technical background.
Working pattern: 3 days onsite
Rate: £550 umbrella -Inside of IR35
Contract length: 3 months initial
Key Responsibilities for the Digital Transformation Strategist & Team Leader:
* To develop a business case for further investment in digital design and development for the programme as a whole
* Carry out an analysis of benefits and evidence that it will be possible to delivery early wins that build confidence and momentum
* Within this, to include scope, plan, costs and benefits for the next phases of work on the digital aspects of front door delivery and improvements to Housing and Adult Social Care
* Contribute to the top-down design of the TOM, identifying where digital can enable macro-benefits
* Ensure that a coherent approach is being taken to the design of digital change by the workstreams
* Own development of the business case for digital work beyond this initial stage
Desired Experience for the Digital Transformation Strategist & Team Leader
* Direct experience of the use of digital technologies to enable operating model change in local government
* Knowledge of line of business systems typically found within local authorities
* Knowledge of Customer Relationship Management systems and workflow
* Business case development
* Understanding of opportunities and threats posed by emerging technologies
* Sound understanding of user-centred service design and of enterprise architecture
