The post coversa wide range of duties assisting with the daytoday management ofthe Council s housing stock as it relates to efficient estatemanagement including rent arrears and antisocialbehaviour.
KeyDuties/Accountabilities:
To enforce theCouncil s Income Management Policy and procedures includingproactive discussions with customers precourt visits andcourtevictionattendance.
To pursue rentarrears in accordance with the Income ManagementPolicy. To visit tenants in their ownhomes if necessary outside working hours to discuss and secure areduction in arrears as quickly as possible and to give advice asappropriate on any financial assistanceavailable.
To assist inproviding an excellent rent accounting service delivery includingthe administration of the direct debitssystem.
To provideadvice & assistance to customers in relation to welfarereform to ensure future tenancysustainment.
To assist inmaintaining the PreTenancy Service to encourage tenants to adopt apayments culture.
To provide aconsistently outstanding service that demonstrates the Council scorporate values and makes a real difference to resident s livesincluding ensuring our properties are well presented andmaintained.
To ensure thatservices we deliver are customer focused and responsive to localneeds. Working closely to our tenantParticipation Groups and encouraging involvement and feedback as anintegral part of the service. This mayinclude the need to attend eveningmeetings.
To ensure anappropriate and focused response to AntiSocial behaviour and otherbreaches of tenancy conditions. Action tobe realistic fast and efficient and supported by an effectiveaction plan.
To visitprospective residents prior to lettings; carrying out accompaniedviewings.
Ensuringeffective signups for tenants. Selling theethos of tenancy sustainment andresponsibility.
To processesMutual Exchanges in accordance with the strict legal guidelinesensuring documents are collected and maintained in an organisedmanner.
To takeownership and responsibility for any service related written orverbal complaints or enquiries from the public Council StaffStatutory Agencies or other bodies and to respond promptly andefficiently within the set timescales.Ensuring a high level of professionalism and customerservice is maintained at alltimes.
To visitestates and tenants in their homes if necessary outside workinghours if necessary to resolve tenancy disputes and complaints on afull range of estate managementissues.
To assist inmonitoring the condition of estates having particular regard to thecondition of amenity greens tenants gardens trees parking andabandoned vehicles. To assist in ensuringthat acceptable standards of cleanliness are achieved and liaisingwith caretakers to ensure delivery of this within appropriatetimescales.
To reportrepairs and liaise with the Repairs team and external contractorsto ensure expedient completion of necessary works within the agreedperformancetargets.
To assess acustomer s circumstances and to liaise with all appropriateagencies such as Police Social Services CMHT Job Centre Benefitsagency Citizens Advice Bureau etc to ensure tenancysustainment.
To carry outhome visits and liaise with statutory voluntary and other externalagencies including attendance at case conferences or other meetingsas necessary.
To maintainaccurate written and computerised records of progress and outcomesfor all casework and competently use computerised technologyincluding Microsoft Office (word excel and outlook etc) theinternet Nafn Uniform and inhouse systems such as Orchard andLocata.
To maintain andprovide statistical information relating to Relet figures rentarrears Antisocial Behaviour and customer satisfaction rates asrequired by the Head of Housing or HousingManager.
To develop andmaintain effective working relationships with other Council staffand a variety of statutory and voluntary agencies including SocialServices Police Probation and other local housingproviders.
To be an activeand willing member of the Estate Management team.This includes participating in all duties andproviding cover forcolleagues.
To attend andparticipate in internal and external meetings asrequired.
EssentialExperienceRequired:
Knowledge ofthe Orchard Housing ManagementSystem.
Substantialexperience of working in a Social Housingenvironment
Practicalexperience of income recovery and debtcollection.
Ability tocompile and maintain accuratecasework.
