Description Job Description Transport Scotland is the national transport agency for Scotland and is accountable to Parliament and the public through Scottish Ministers, with a budget of around £4 billion per year. This is a key role and exciting opportunity to manage specialist administrative support to the Design Team within Major Projects, thereby ensuring that the promotion of major transport infrastructure projects is properly managed. This post is in a fast-paced challenging working environment and the post holder will be working within a high profile programme of work, which has significant political, public and media interest. Projects currently include the flagship £3bn A9 dualling programme, improvements on the A96 corridor, work on the A83 Rest and be Thankful along with other projects on the Motorway and Trunk Road Programme and infrastructure projects that emerge from the second Strategic Transport Projects Review. The Design Administration Team comprises 1 x C1, 1 x B3 (this post), 3 x B2, 3 x B1 and 3 x A3 posts. The Directorate is responsible for the design, development, procurement, and construction of major trunk road improvement projects across Scotland. This includes the planning and execution of large-scale transportation infrastructure projects such as road upgrades, expansions, and bridge constructions. The Directorate works closely with various stakeholders, including government agencies, local authorities, private contractors, and design consultants, to ensure project alignment and successful outcomes. It conducts feasibility studies, risk assessments, and environmental impact evaluations to guide decision-making. Additionally, the Directorate monitors project progress, budget adherence, and quality standards to ensure timely and satisfactory delivery. It also leads procurement and contract management for Transport Scotland, contributing to the goal of becoming a Centre of Excellence in major project delivery. Responsibilities: Oversee and manage the drafting of Ministerial Correspondence, Official Replies, Freedom of Information and Environmental Information Regulations Requests, Chief Executive replies, answers to Parliamentary Questions/First Minister Questions and speeches to the highest standard and ensuring that responses are accurate, easy to read and issued within set timescales. Input to, and review of, draft responses prior to clearing as necessary. Assisting in the drafting of replies and responses when peak activity occurs to the standards and timelines outlined above. Providing advice and guidance to colleagues on Ministerial, Government and Parliamentary processes. Manage the preparation and publication of statutory Orders and Compulsory Purchase Orders. Liaise with the Valuation Office Agency on various land acquisition and compensation issues along with third party claims. Manage the processing of claims for compensation in accordance with statutory procedures and timescales along with other contractual matters. Produce monthly expenditure reports and oversee processing of invoices for consultants and contractors and co-ordinate the preparation of scheme estimates. Liaise with Finance colleagues updating land compensation estimates for schemes on a monthly basis. Liaise regularly with Project Managers within Design and Sustainable Transport Projects to maintain up-to-date knowledge of project progress and current issues to develop and update latest lines and briefs for correspondence. Liaise with a wide range of internal and external stakeholders, including a range of business areas in Transport Scotland (including Transport Scotland Legal Advisors) and the Scottish Government, alongside Ministerial Private Offices. Deputise for the C1 Administration Team Leader when required.
