Southend-on-Sea City Council is looking for a Streetworks permit and Appeal Officer to join the traffic management and parking team on a full time and permanent basis. This role will be based within a diverse and friendly team and it is offered on a hybrid working pattern. As a Street works permit and Appeals Officer, you will be responsible for the administration of the Councils Streetworks permits, systems and processes. This will include all aspects of the system, the processes for issuing permits and recommending efficiencies where identified to senior management. You will deal with the day-to-day administration and processing stage progressions of Fixed Penalty Notices (FPNs) to ensure a high recovery rate and identify and report to managers of any errors identified in the issuing of notices. You will investigate and respond to enquiries, complaints, FOIs, businesses, residents and other users of the borough relating to street works. As a Street works permit and Appeal Officer, you will be required to draft TTRO’s Temporary Traffic Regulation Orders. You will liaise with other departments and external agencies in the planning of schemes (resurfacing works, major works projects, including but not limited to Open reach, City Fibre, Cadent gas) and to update stakeholders and Councillors to ensure they are resourced with sufficient information to deal with enquiries. You will support the Service Manager for Traffic Management & Parking, Streetworks Team Leader, Street Works Supervisor and Inspectors and others as required, in order to deliver an effective and efficient Streetworks service that benefits residents, businesses and visitors to Southend-on-Sea and helps the council deliver against the statutory traffic management duty as per the Traffic Management Act 2004. To be successful in this role, at least 2 years’ administration experience of working in Streetworks is essential for this role. It is essential that you are able to work under pressure, at speed and with a high degree of accuracy. It is vital that you have comprehensive, up to date knowledge Streetworks related legislation and best practice. Ability to analyse both qualitative and quantitative data and translate findings into meaningful information is highly essential for this role. It is also important that you have excellent time management and organisational skills to effectively manage demanding workload. It is also essential that you have experience within the Streetworks permit scheme New Roads & Street Works Act ( NRSWA ) and TMA 2004, Fixed Penalty Notices ( FPN's ) and Traffic Orders ( TTRO's ).
