MAARS Fostering Limited is a newly formed Independent Fostering Agency focused on recruiting, training, and supporting foster carers who can provide secure, nurturing, and stable homes for children and young people in care. Our goal is to meet the highest standards of care and compliance as outlined by Ofsted and other relevant regulatory bodies.
Job Purpose:
The Registered Manager for the Independent Fostering Agency (IFA) will oversee the daily operations of the agency, ensuring that it complies with all regulatory requirements and provides high-quality care and support for foster carers and children. The role also involves leading the process for submitting Ofsted applications, ensuring that all necessary standards and requirements are met for approval. The Registered Manager will be responsible for safeguarding, quality assurance, and leading a team dedicated to the welfare of children and young people.
Key Responsibilities:
1. Operational Management:
o Oversee the daily running of the Independent Fostering Agency in line with legal, regulatory, and statutory requirements.
o Ensure that the agency is compliant with all relevant legislation, including The Care Standards Act 2000, Fostering Services Regulations, and the National Minimum Standards.
o Lead, mentor, and supervise the fostering team, ensuring best practices and professional development.
o Manage recruitment, assessment, approval, and supervision of foster carers.
o Develop and implement policies and procedures that promote the safety, well-being, and development of children in foster care.
2. Ofsted Application Submission:
o Lead the preparation and submission of the agency's application to Ofsted for registration as a fostering service provider.
o Ensure that the agency meets all the requirements outlined by Ofsted, including the Care Standards Act, Fostering Services Regulations, and National Minimum Standards.
o Work closely with directors and senior leadership to prepare and review all necessary documentation for the Ofsted application, including the SC1 and SC2 forms.
o Maintain communication with Ofsted during the application process and respond promptly to any queries or requests for additional information.
o Prepare the agency for Ofsted inspections, ensuring all staff are aware of their roles in the process.
3. Safeguarding and Quality Assurance:
o Take the lead in safeguarding children and young people by ensuring all foster carers and staff are trained and compliant with safeguarding policies.
o Ensure that the agency follows rigorous procedures for the protection of children and young people, in line with statutory guidance such as Working Together to Safeguard Children.
o Monitor the quality of care provided to children placed in foster care and take steps to address any shortfalls.
o Implement a quality assurance framework to continuously monitor and improve service delivery.
4. Leadership and Team Management:
o Lead and inspire a team of fostering social workers, support staff, and carers to deliver high-quality fostering services.
o Conduct regular supervision and appraisals for staff, identifying opportunities for professional growth and development.
o Foster a collaborative team environment that promotes respect, inclusivity, and shared goals.
5. Partnership and Stakeholder Engagement:
o Work in partnership with local authorities, social services, and other agencies to ensure positive outcomes for children and young people.
o Build strong relationships with foster carers, ensuring their views are considered in decision-making processes.
o Represent the agency at external forums, panels, and meetings, promoting its mission and services.
Key Requirements:
Qualifications:
* A recognized social work qualification (e.g., Degree in Social Work or equivalent).
* Registered with Social Work England.
* Level 5 Diploma in Leadership for Health and Social Care and Children and Young People's Services or equivalent (desirable).
* Must hold a valid UK driving license.
Experience:
* Minimum of 3 years of management experience in a fostering or social care setting.
* In-depth knowledge of fostering legislation, regulations, and standards.
* Proven experience in working with Ofsted, including submitting applications and preparing for inspections.
* Experience in safeguarding and working with children, young people, and foster carers.
* Proven leadership experience within an Independent Fostering Agency.
* Expertise in Fostering and Family Assessments at Registered Manager level.

* Excellent understanding of fostering services and the regulatory framework.
* Outstanding communication and interpersonal skills, with the ability to build relationships with many stakeholders.
* Strategic thinking and ability to manage complex projects, including the Ofsted application process.
Additional Requirements:
* Enhanced DBS Check: Must have a valid enhanced Disclosure and Barring Service (DBS) check registered with the DBS Update Service.
