The Governance and Assurance Manager post is based within the Rail Projects & Technical Services Team within the Rail Directorate. The post holder will work as part of the team that delivers effective governance across Team Scotland – a unique industry collaboration between Transport Scotland, Network Rail and ScotRail. The Governance and Assurance Manager provides a range of support to our key internal governance structures: our Executive Team, Rail Director, Rail Projects and Technical Services Team leaders and colleagues throughout the Rail Directorate and within wider Transport Scotland. This key post will support Rail Project Sponsors and provide assurance to the Head of Project Delivery on governance, project and programme management, and risk management across the £multi-billion pipeline of projects. Responsibilities • Manage and develop the Team Scotland secretariat to improve its high quality service to Transport Scotland Rail Directorate, wider Transport Scotland colleagues and industry partners. Oversee the drumbeat of meetings, ensure commissioning and quality assurance of papers and ensure that the secretariat produces timely and accurate notes of meetings. Specifically, the co-ordination and alignment of governance activities for five Boards, eight Development & Delivery Groups and a number of high level supporting meetings. • Support the ongoing development and organisation of the governance function which is documented in the Team Scotland Execution Plan. The post holder will build and maintain open and positive working relationships, engaging confidently with Transport Scotland senior managers, non- executive directors, senior staff from industry partners and other key stakeholders. • You will ensure project delivery is in line with the project’s programme and budget requirements, ensure that allocated works are developed and implemented within the agreed scope, closely liaising with key stakeholders (both internal and external) to ensure outputs/benefits are fully realised. • Ensure the pipeline of projects adheres to the Gateway review process, and the Directorate Risk Register is properly managed and maintained. • Provide business support to the Head of Rail Projects and Technical Services and Head of Project Delivery.
