The Department of Criminal Justice Services is seeking a collaborative and innovative team player to serve as a full-time Juvenile Justice Analyst in Richmond, Virginia. This position, in the Division of Programs and Services, Office of Safer Communities and Youth Services, will be an integral part of the juvenile justice work of the agency that is performed through the federal Juvenile Justice and Delinquency Prevention (JJDP) Act. It supports state and local government entities, state and local juvenile justice agencies, and other stakeholders. What you will do:
1. Prepare and submit the required JJDP Act Title II three-year plan and its annual updates to OJJDP;
2. Submit the state’s federal application to the Office of Juvenile Justice and Delinquency Prevention (OJJDP) for funding;
3. Manage subgrants and contractual funding provided to state/local juvenile justice programs through the development of grant guidelines, grant awards, and contracts;
4. Provide staff support to an advisory committee and any relevant subcommittees;
5. Represent the agency or the division on various interagency committees on juvenile justice and delinquency prevention matters;
6. Provide analysis of state and federal juvenile justice legislation and its impact on the Virginia juvenile justice system.
What the ideal candidate must possess:
1. Considerable, demonstrated knowledge of the juvenile justice system and/or juvenile justice research.
2. Professional experience with the juvenile justice system or related field.
3. Considerable, documented policy or program coordination experience in the field of juvenile justice, delinquency prevention, or a related field.
4. Demonstrated experience in producing strategic plans, reports, or similar policy documents.
5. Demonstrated ability to analyze data from multiple sources.
6. General understanding of grant budgets or finance.
7. Documented problem-solving capabilities of complex matters.
8. Documented experience in working both as an active and contributing team member as well as independently.
9. Demonstrated ability to manage multiple tasks and deadlines.
10. Attention to detail with a proven ability to compose narrative reports and correspondence.
11. Excellent oral and written communication skills.
Additional Considerations:
1. Demonstrated experience with developing a project or initiative from inception through implementation.
2. Experience planning, allocating, and managing state and federal funding.
3. Demonstrated knowledge of federal grant regulations.
4. Demonstrated experience monitoring contracts or grants related to program performance and grant requirements.
5. Demonstrated knowledge of the Juvenile Justice and Delinquency Prevention Act of 1974 as amended.
6. Demonstrated experience conducting analysis of legislation.
Interview candidates may be required to demonstrate the skills and abilities necessary for satisfactory performance of work. The candidate selected for the position must successfully complete a criminal background investigation and complete and submit a Form I-9 (Employment Eligibility Verification) which will be entered into the Federal E-Verify system to confirm identity and work authorization. The individual may also be responsible for submitting an annual Statement of Personal Economic Interest. In addition, the selected candidate who begins original employment or re-employment in this position must serve a 12-month probationary period effective from the date of employment. The anticipated starting salary range is $75,000 to $85,000 plus the state’s benefits package.
