The Information Technology (IT) Advisor will work in Côte d'Ivoire to support local implementing partners (LIPs) under the ASAP II project, which is aimed at strengthening the capacity of organizations managing PEPFAR-funded programs. The consultant is responsible for meeting with LIPs to assess their IT needs and current systems, providing customized coaching, and helping develop technology strategies aligned with their long-term goals. Key responsibilities include supporting the creation of IT roadmaps, assisting with data security plans to protect program data, and providing guidance on data backup systems, cloud storage, and file structure organization. Additionally, the IT Advisor will assist LIPs in recruiting IT staff or focal points, and provide support in the development and/or updating of IT policies to ensure effective, secure, and compliant technology usage.
Responsibilities
The consultant will:
* Meet with local partners to develop working relationships and assess their IT needs and current systems. Provide customized coaching and guidance accordingly.
* Support the development of LIPs’ technology roadmap/strategy plans for efficient use of technology that aligns with their long-term strategic goals
* Support the development of safety and security plans to keep program data safe and secure
* Provide support on data back-up systems and use of new cloud storage systems including establishing file structure if needed, spot check usage and transfer of data
* Support LIPs with recruiting IT staff and/or focal points as needed
* Assist LIPs in developing and/or updating IT policies as needed
Desired Experience and Skills
* BA degree in computer science or related field and at least 5 years of experience in ICT or public health related field
* Good knowledge of the Health information systems and IT governance principles
* Excellent communication and writing skills in English and French
* Experience in conducting and facilitating similar risk assessments and strategic planning processes
* Experience should include security policy development, security education, network penetration testing, and application vulnerability assessments, risk analysis and compliance testing
* Working Knowledge of information security standards (e.g., ISO 17799/27001, etc.), rules and regulations related to information security and data confidentiality and desktop, server, application, database, network security principles for risk identification and analysis
* Strong analytical and problem-solving skills
* Experience in project/program management for technology and/or risk initiatives
* ITIL, COBIT, CISA Certifications advantageous
* Demonstrated experience in conducting risk and impact assessments
* Ability to work and deliver in a tight work schedule
* Understanding of public health and development programs
