DIO TS is a multi-disciplinary team which provides technical subject-matter expertise across a wide range of disciplines to support the operation of the Defence Estate and land on which the MOD operates, both in the UK and overseas.
About DIO TS Contract Renewals Team (DIO TS CRT)
Current suite of MOD Estates contracts are ending and will need to be renewed and replaced. The DIO TS CRT are responsible for receiving enquiries, interpreting them and prioritising them through a Risk Management approach. Responses will need to be obtained from the appropriate TS Subject Matter Experts (SME) - tracking progress and communication of responses to the DIO CRT.
Job Description
This position will play an important role in ensuring future MoD/DIO contracts are fit for purpose, meet extant statutory and mandatory standards, and are aligned with the continuous improvement culture of the department.
The successful candidate will be working closely and directly with senior commercial staff, senior key customer contacts, wider government, and our senior Technical Services professionals in the execution of this role. Working within an established programme, the candidate will be an integral player in ensuring the programme momentum, and the achievement of defined programme milestones.
Working as part of a new, small specialist team, the candidate will oversee the management of the wide-ranging technical queries raised by the DIO Contract Renewals Team. Working closely with Building and Engineering Infrastructure, and Environmental colleagues the candidate will assist in sifting and allocation of the queries within the team, interpret and confirm the requirements for infrastructure enquiries relating to Health and Safety Management, formulate and develop responses - seeking TS SME guidance and endorsement as appropriate, track progress, and deliver responses to the DIO Contract Renewals Team.
The role will require the candidate to:
* Provide accurate, specialist/technical advice and guidance on the Health and Safety aspects of DIO Contract development and replacement programme change activities on the Defence Estate.
* Work closely with Technical Services SME functional leads and colleagues, DIO Facilities Management Project Delivery (FMPD), other stakeholders, customers and colleagues (including Regional Delivery Teams, Commercial Teams, Top Level Budget focal points and Industry Partners) to ensure Technical Services Authority roles ( I.E.: Technical Authority and Senior Authorising Authority), specialist direction, guidance and advice is embedded into contract replacement / renewal activity, and documentation, to ensure service provision meets Statutory, MOD Policy and Standards (where necessary and appropriate) requirements in all Health and Safety aspects.
* Discharge delegated oversight of Contract Renewal Projects and Programmes application of the Technical Authority processes, reporting, and assurance. And liaising with G6/G7 Duty Holders across Technical Services.
* Ensure that DIO CRT portfolios, programmes and projects are reviewed, engaged, and managed for Health and Safety aspects, ensuring appropriate and timely delivery of Technical Services deliverables.
* Co-ordinate and cohere a consistent Technical Services approach and input for Health and Safety aspects and requirements.
* Conduct assurance audits on the Technical Services Health and Safety requirements input to DIO Contract Replacement Team renewal activity to ensure consistent, timely and quality input is provided.
* Carry out reviews with the Technical Services Risk, Assurance and Standards Team, to ensure robust Risk and Assurance activity is captured and reported, supporting the Technical Authority process.
* Co-ordinate peer review of aspects as necessary and or directed.
* Maintain an SME leadership role within DIO by undertaking relevant professional training and maintaining/ enhancing relevant professional qualifications.
Person specification
The job holder will be able to demonstrate at least Practitioner level competence in the following areas:
Essential:
* Experience providing advice and guidance in an infrastructure Health & Safety role.
* Knowledge and experience of complying with related statutory, regulatory frameworks and legislative or policy requirements with a preference for the FM/property industry and real estate.
* Some Programme and Project Management experience.
* Able to lead key senior stakeholders, colleagues and customers towards solutions that support the business strategy.
Desirable:
* Knowledge of health & safety legislation and safe practices.
* Experience in risk and compliance auditing.
* Awareness of Organisational Commercial function & process.
* PRINCE2 Experience.
Desirable Technical Skills:
* Member of a relevant professional body.
* MAPM
* PRINCE2 Practitioner/Foundation.
Licences:
Full UK Driving Licence.
Qualifications:
Level 3 Safety qualification and applicable post qualification employment or equivalent combination of skills and applicable experience.

The post advertised is for 37 hours net, however the Ministry of Defence offers a range of flexibilities to enable a better work-life balance for employees. Flexible working, Part-time working and Job Share working patterns will be considered.
Where business needs allow, this role may be suitable for a combination of office and home-based working, therefore you must consider if any of the above locations are within a reasonable travelling distance. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business (i.e., detached duty) or work in another MOD office, will also count towards this level of attendance.
