You’ll become part of a passionate and supportive team in a fast-paced, dynamic and result-driven About the role This role will report to the Senior Quantity Surveyor as part of the wider Project Management team and you will be responsible for supporting the different business streams to achieve their KPIs and ambitious growth targets. Within the Private business stream, you will be supporting the role out of high voltage sites through a mix of partnerships, leases and outright land purchase. The role centres around initial Capex cost forecasting to support the business decision making in terms of site acquisitions followed by contractor engagement, procurement and contract selection. The Public business stream is largely focused on delivery of low voltage sites on behalf of local government. This generally involves tendering through publicly funded schemes such as the On-street residential charge point scheme (ORCS) and Local electric vehicle infrastructure funding (LEVI). The QS function is to support the bid process through review of tender documentation and life cycle costings of each site within the portfolio. If Believ awarded the contract the QS shall support the concession agreement with the local authority and work with our installation partners to successful deliver the schemes on site. Across both business streams a key part of the role will be to liaise with a range of other teams working on the project, helping the business to stay on track. You will be expected to leading on estimate costs and material quantities as well as support on feasibility studies to ensure a proposal will work. There will be a wider support element for tender and contract documents as well as cost analysis for repair and maintenance work. You’ll be leading on negotiating contracts and work schedules and following through by assigning work to subcontractors as well as valuing the completed work and arranging payments. You will also ensure projects meet legal and quality standards and continually analysis of outcomes, write budget reports, and advise on contractual claims and disputes. The role will be responsible for: Project Lifecycle Costings Review / support tender documents to define pricing requirements and accurately value opportunities Support the bid team in raising clarifications and risk assess requirements to highlight any financial red flags Support legal department with reviews of contracts Estimating material quantities and costs Review and support maintenance contracts of the charge points, liaising with the Networks team to budget, raise and value small works orders as needed. Liaise with the assessment and design team to identify value engineering opportunities. Commercial Management Liaison with the finance team to Monitor and control capex costs and cash flow throughout the lifecycle of a project, manage change and adjust budget projections and final account forecasts Review offers and quotes from contractors. Complete tender comparison documents and recommendations to the business on selected contractors. Draft and negotiate contracts with the supply chain Valuing completed work, ensuring work meets legal and quality standards and arranging payments Liaise with project managers and delivery managers to maintain visibility of day-to-day status of projects. Compliance with CDM and appointment of the relevant duties Advising on contractual claims and disputes Procurement & Supply Chain Responsibility for managing the build and construction preferred supplier’s database including regular credit / risk assessments and insurance checks. Ongoing monitoring of project KPI’s including contractor performance reviews As new sites are secured across the United Kingdom review our supplier’s ability to deliver, identifying and on-boarding new suppliers as necessary to ensure fair market price is achieved across the board. Operating as the procurement function of the wider business, prepare tender packages of works ranging from construction, hardware, software, office FF&E, legal services and other requirements that the business has. Review supplier quotations and report back to the business with recommendations. Develop and advise on procurement strategies aimed at balancing risk and opportunities on the construction sites. The successful candidate will have the following attributes and skills: Proven experience in quantity surveying, estimating or commercial management is essential Ability to multitask and support the wider business on a range of project sizes, complexities and values Proven experience in contract negotiation with both sub-contractors and clients. Understanding of standard forms of contract Comprehensive knowledge of civils, highways and / or electrical installations (as well market rates for these kind of works) is essential Previous experience working in the Electric Vehicle Infrastructure sector is beneficial, but experience in electrical installation along with knowledge of civils is essential Familiarity with financial and project management principles In depth knowledge of research and data analysis methods and estimation formulas Exquisite math and IT ability with an analytical mindset Comprehensive understanding of Microsoft Excel.
