Job Description
We are currently recruiting for a Traffic Manager to join the joint venture responsible for the construction and delivery of HS2’s Old Oak Common station in North West London. The circa £1bn project will include the delivery of six underground platforms as well as up to eight platforms on the adjacent Great Western Main Line.
The role will be responsible for managing all aspects of the Traffic Management subcontract, including weekly performance meetings, approval of WPP/RAMS and contract reporting.
Duties
1. Carry out line manager responsibilities supervising and supporting the Assistant Traffic Manager.
2. Coordinate Traffic Management requirements of OOC subcontractors and 3rd Parties and work with the Consents Team to secure Local Authority and TfL approvals for individual or combined schemes.
3. Manage/supervise the Traffic Management subcontractor in the delivery of the approved schemes.
4. Represent OOC at TM coordination meetings with stakeholders and 3rd Parties and ensure that project priorities are communicated and understood.
5. Work collaboratively with the Logistics Provider and other subcontractors ensuring compliance with HS2 requirements and BBVS processes with respect to transportation matters such as vehicle booking compliance, vehicle safety, driver safety and behavior, and that effective reporting and performance monitoring is carried out via the Delivery Management System (DMS). Issue reports and monitor assigned actions to support continuous improvement.
6. Produce Travel Plan Surveys and reports; act as Travel Plan Coordinator (TPC).
7. Assess all Abnormal Load Movements to site using appropriate software to check route for restrictions and provide advice to hauliers.
8. Oversee the management of the Vehicle Holding Area.
9. Assist with overseeing the subcontractors Traffic Marshals (TMs) and support the training of the TMs, providing task briefings and toolbox talks.
10. Identify site-specific hazards, determine risk, and record findings/control measures.
11. Provide advice and instruction to subcontractors/TM team to effectively deal with non-conformance and complaints.
12. Audit the Logistics Provider to ensure correct processing of FORS, SUDs and Driver Licence checks on the system.
Person Specification
1. NRSWA Supervisor accreditation or equivalent LANTRA qualification.
2. LANTRA 12D, (M7) Manager / Client Officer.
3. HNC Civil Engineering or similar.
4. Experience in supervising Traffic Management Schemes and coordination of major street and road works.
5. Experience in working with NEC Contracts and a reasonable understanding of how such Contracts are administered.
6. Excellent knowledge of NRSWA 1991, Traffic Management Act 2004, and computer literate using Excel, Word, PowerPoint.
