The Office of Data & Analytics' mission is to deliver insight through innovation in data and analytics services and its key function is to provide reporting and analytics to support patient care, quality, performance, financial flows and service development.
To underpin these objectives, the Data Engineering Teams' purpose is to firstly build, develop and assure the Trusts Data Platform and secondly to use modern technologies, tools & techniques to leverage this asset for the organisation.
The Data Engineering Operations Manager will drive, support and prioritise the development and delivery of Data Warehousing, Reporting and Analytics output. The Data Engineering Operations Manager will be a strong communicator within the team. The Data Engineering Operations Manager is a pivotal role communicating operational issues bi-directionally between Data Engineering and their stakeholders.
It is essential that the Data Engineering Operations Manager has previous experience within an NHS Informatics Department. Additional knowledge of Data Warehousing would be advantageous, but not essential. The role can be fast paced and would suit an individual that thrives on pressure, managing this with organisation and prioritisation skills, whilst developing leadership skills through this varied role.
Main duties of the job
The Data Engineering Operations Manager is tasked with the Operational Management of the Data Engineering Team. This is comprised of the management of the business-as-usual functions alongside the project management of key transformation projects through collaborative groups within key programmes of work.
The Data Engineering Operations Manager will be required to work integrally between the Data Engineering Team, their stakeholders and other senior managers across the organisation to ensure delivery of all elements of an innovative Data Engineering Service. Whilst not technical in nature, the post holder will understand technical problems and their solutions and be able to communicate them simply and clearly to key stakeholders.
The post holder will provide leadership, support and guidance to the Data Engineering Team who are responsible for the collation, storage and integration of the Trusts data as a Single Version of the Truth. The post holder will be responsible for managing and delivering projects that accomplish this aim, balanced with the prioritisation of urgent reactive work. The post holder will maintain grip and control of this vital equilibrium and will communicate and escalate accordingly.

Key Responsibilities
* Work as part of the Data Engineering Leadership Team with the Head of Data and AI, Senior Data Architect, Data Engineering Leads and Senior ODA Delivery Manager.
* Oversee the delivery of the agreed work programme of the Data Engineering Team, including the development, documentation, implementation and maintenance of the Data Platform that underpins relevant returns and all national local data flows.
* Have expert knowledge of NHS information standards and systems, including NHS Data Dictionary, Secondary User Service guidance, and Patient Administration Systems.
* Form strong working relationships with stakeholders across the organisation and beyond regarding Data Engineering matters. These stakeholders may include senior operational colleagues, senior clinical colleagues, NHS England/Improvement/Digital, Commissioners and beyond.
* Allocate tasks to members of the Data Engineering Team. Ensure that the backlog is effectively managed and prioritised into monthly sprints. Ensure that the visual control boards are kept up-to-date and are an accurate reflection of the work undertaken.
* Engage Information Management & Data Engineering Team members in the programme of works, such as Modern Data Platform, allocate tasks, track progress and hold them to account.
* Engage stakeholders in the Data Engineering programme of works task and finish groups to determine requirements & translate technical specifications.
* Gather and analyse business requirements and translate business needs into technical development specifications.
* Produce written material, such as internal reports and publications, including explanation of technical terms to ensure correct understanding.
* Prioritise, plan and allocate reactive work, and provide cover to other managers as required. This includes negotiating deadlines for completion of such requests and ensuring they can be monitored from allocation to completion.
* Chair daily SCRUM meetings, consider where appropriate, renegotiate timescales and deadlines. Identify blockers and solve problems.
* Directly line-manage staff as necessary and undertake all aspects of recruitment, performance review etc.
* Manage leave requests from direct reports and records in line with trust and the departments policies. Ensuring necessary office cover is available.
* Encourage effective team working and promote a reflective and learning culture where improvement is constant.
* In conjunction with other managers within The Office of Data and Analytics, continually review departmental policies and procedures.
* Provide leadership and guidance to the Data Engineering Team as appropriate, where non-technical guidance is required. Use coaching and emotional intelligence skills to form strong bonds and support with less tangible personnel challenges.
* Design, drive and oversee internal team processes that support recruitment, onboarding and retention.
* Assist the Senior Data Architect and Data Engineering Leads in the enforcement of best practice and procedure ensuring that peer reviews and testing stages are adhered to.
* Represent the Data Engineering Team at formal meetings as needed, chairing where appropriate.
* Provide cover when required & appropriate for Data Engineering colleagues.
* Perform line management responsibilities for any members of staff assigned to them.
