THE OPPORTUNITY
The Senior Project Manager will be responsible for defining, mobilizing, and leading a project team focused on identifying, structuring, and executing outsourcing and offshoring opportunities within the Naval Business Sector. This role will primarily concentrate on the Engineering function and will oversee the transition of defined work packages through outsourcing and offshoring processes in a structured manner. Success will be measured quarterly, with a target of securing the equivalent of at least 50 full-time roles outside the naval sector by the end of 2025.
The individual will be responsible for identifying appropriate outsourcing/offshoring routes, selecting vendors, evaluating vendor capabilities, overseeing onboarding, and defining processes for ongoing evaluation of vendor contracts and performance.
Strong engineering acumen and the ability to manage remote teams are essential for this role. Additionally, as these activities challenge historical definitions of “core” and “non-core” functions, the role demands strong leadership, change management expertise, and professional project management skills. The candidate should excel in stakeholder management, team leadership, problem resolution, and proactive risk and opportunity management.
KEY RESPONSIBILITIES:
* Lead and manage project teams, motivating and supporting individuals within the Product/Project team.
* Ensure successful delivery by overseeing all aspects of project management.
* Foster a culture of accountability and proactive risk and opportunity management.
* Build trust and confidence with stakeholders through open dialogue and collaboration with adjacent functions (e.g., Procurement, Finance, Legal, and Commercial teams).
* Define execution strategies and create structured schedule baselines for work packages.
* Maintain robust baselines throughout the project lifecycle and ensure accurate forecasting and reporting.
* Establish and monitor key performance indicators (KPIs) such as On-Time Delivery, Compliance on Delivery, and Project Efficiency.
* Deploy effective Project Management Office (PMO) practices.
* Represent the project in governance forums, including lifecycle gates and periodic reviews.
* Drive quality, cost, and delivery performance across contributing functions.
* Manage change effectively, ensuring project integrity and alignment with bid governance.
* Incorporate lessons learned from previous projects and contribute insights for broader business improvement.
* Ensure compliance with corporate processes and best practices.

* Functions contributing to product and project delivery (Engineering, Procurement, Finance, Legal & Commercial, Quality, Health & Safety, Security)
* Internal stakeholders, including project funding entities and functional disciplines

EXPERIENCE AND SKILLS:
* Proven track record of delivering successful outsourcing and offshoring projects in a relevant industry
* Experience managing multi-disciplinary and remote teams
* Strong background in customer and supplier relationship management
* Expertise in structuring and planning complex projects with best practice project controls
* Strong financial and contractual project management skills
* Experience working across functional boundaries to align objectives and secure support
* Knowledge of demand and business planning principles in a project context
* Experience in representing projects within established governance frameworks
* Experience working in a complex, multi-site organization
Desirable:
* Background in bid and capture management
* Experience leading diverse project types (Design & Manufacture, Service & Support, Transformation, etc.)
* Industry-relevant product knowledge
* Membership in the Association for Project Management (APM) or equivalent
* PMQ and/or IPMA Level B certification
