As an Estates Planning and Relocation Manager, you will act as the Estates Specialist for the delivery of the DVSA Goods Vehicle Testing Station (GVTS) closure programme. This is a vital role in ensuring the smooth delivery of estate changes, from site closures and relocations to property refits.
You will oversee all aspects of estates changes and moves including ‘small schemes’ work, such as Vehicle Approval inspections, Training Services, Enforcement relocation, and support Operations with Scheme removal. You will be responsible for managing all activities to support these transitions, including liaising with contractors, internal space planning, and compliance with DVSA’s financial, procurement, and health & safety policies, etc.
A key part of your role will be sourcing alternative accommodation for closing DVSA properties, managing refurbishments, coordinating IT and security arrangements, and ensuring that all estates changes are delivered on time and within budget.
You will work with a range of stakeholders to ensure seamless service continuity, including contractors, landlords, suppliers, and internal colleagues. In additional, you will provide guidance and communications to staff to support the delivery of changes, and improve understanding and buy-in.
Your key responsibilities will include, but are not limited to:
* Manage day to day works of contactors on site ensuring that the Local Managers are made aware of attendance and proposed works to be undertaken on their site.
* Provide specifications for any required works on site including RAMS, time and date plans for works required on site, and distribute to managers as appropriate.
* Provide regular updates to the Site Transition & Relocation (ST&R) Manager and Estates Programme Manager.
* Provide internal space planning in conjunction with the Health & Safety (H&S) team.
* Ensure compliance with DVSA financial, procurement and contract management policies and procedures when commissioning works by Specialist Service Partners and when tendering works and awarding contracts.
* Analyse quotations for works, Cost Estimates etc. to ensure compliance with specification as well as value for money.
* Identify building/property related works and/or customer requirements making recommendations and assessing priorities.
