To assist the Head of Branch and senior Cadw and Welsh Government officials in the formulation and implementation of policy relating to protection, conservation and management of the built historic environment, historic buildings, buildings at risk, parks and gardens, conservation areas, historic characterisation, heritage regeneration, local heritage, conservation skills, climate impact and resilience and historic places of worship. This role can involve travel throughout Wales to access historic buildings, some of which are in remote locations and inaccessible by public transport. A full driving licence is therefore essential for this post. Job description To lead a specialist inspectorate team overseeing delivery of professional advice for protection, conservation and management of historic buildings and parks and gardens. To act as professional lead and oversee delivery of designation programme for listing historic buildings and registration of historic parks and gardens To lead the provision of specialist advice for casework relating to historic buildings and parks and gardens including advice for listed building and ecclesiastical consents, planning applications and assessing applications for grant support for conservation and enhancement works. This may require representing Cadw at planning inquiries. To act as specialist lead for historic environment policy relating to the built historic environment, listed buildings, buildings at risk, parks and gardens, conservation areas, historic characterisation, heritage regeneration, heritage construction skills, climate impact and resilience and historic places of worship. To oversee implementation of the buildings at risk survey and to promote action by Local Planning Authorities to manage listed buildings in Wales. To manage and monitor third-sector grant programme supporting delivery of statutory planning advice and advisory support for heritage projects. To initiate, contribute to and undertake research supporting improved understanding and conservation of the historic environment of Wales and oversee production of technical and policy guidance. To represent Cadw at meetings with external organisations involved in the management of the built historic environment. To play a leadership role across Cadw including contributing to wider organisational goals and strategies and providing advice in response to Ministerial and government business. To provide briefing for Ministers and/or senior officers on subject responsibilities, including verbal briefings or attendance at meetings, and contributing written advice for cross-Cadw briefing commissions. Person specification The post holder will have opportunities to develop policy and oversee production of formal guidance related to the protection, conservation and management of the historic environment and to work with stakeholders from across the historic environment sector on thematic projects. Cadw is committed to lifelong learning and encourages specialist staff to undertake Continuing Professional Development training including academic qualifications and membership of appropriate professional bodies e.g. IHBC. A reserve list may be held for this opportunity. Any candidate who is successful in being offered a reserve status, will remain on the reserve list for 12 months. A photograph-based test on Technical Skills will be undertaken at interview. More information will be provided in the invitations to that stage. For this role you will require academic qualifications to degree level or higher in architectural history, historic building conservation, architecture or another relevant historic environment subject. Membership of IHBC or similar professional organisation desirable. For this role we require substantial practical experience working either within the legal framework for the protection of the historic environment or management and conservation of historic buildings, parks and gardens. This role can involve travel throughout Wales to access a nd inspect historic buildings, parks and gardens some of which are in remote locations and inaccessible by public transport. A full driving licence is therefore essential for this post. Cadw main offices are in South-East Wales at Cathays Park, Cardiff and Merthyr; North Wales office at Llandudno Junction. A starting salary of up to point 3 (£65,577) may be considered for candidates who demonstrate the essential skills, knowledge, and experience to an exceptional level at interview.
