Responsibilities Build and configure the trust wide clinical application ensuring efficient operation and optimal up time including the development and maintenance of security procedures. Working with services to specify the required support service levels for the system. Responsible for developing the system administration specification ensuring the configuration of the system is compatible with meeting reporting and clinical process needs. Responsible for developing end user support processes for the clinical application. Ensure the system is configured to ensure appropriate confidentiality, system integrity and availability. Develop structures and processes to support ongoing management of the system. To monitor and record progress of configuration requests and advise/take action when progress is delayed. To submit progress reports to the Information Systems Manager as agreed which detail process, progress and required mitigation actions. To identify project delays, risks and issues and develop mitigation plans with the Information Systems manager. To contribute towards effective communication of any agreed projects acting as an ambassador for the project /service within the Trust when required. This will involve producing reports and presenting findings at meetings, to ensure appropriate internal commitment for change, improved external liaison and support for initiatives that eventually span into the local community. Responsible for evaluating the performance of the clinical system and related business processes continuously and lead on the resolutions of known problems and change management to optimize deficiencies. Responsible for ensuring that the Systems Administration/RA Team are informed of any new developments/changes to the systems so they can give appropriate advice to users. Assist in facilitating organisational change through the implementation of robust information management methodology. System administration Responsible for resolving any system configuration or access issues identified during testing. Develop support processes for the system and undertake system testing and evaluation. Responsibility for systems trouble shooting and investigating adverse incidents Managing appropriate documentation for change controls, known errors and incident reporting. To lead on the system configuration ensuring an effective, efficient and secure operating environment for the clinical information system. Develop processes and configurations to ensure that the system continues to work with third party systems such as NHS EReferrals To maintain the extraction process for routine submissions if required to the DBS and other national systems. To provide day-to-day management of system security ensuring Trust compliance with local and legal requirements i.e. the Trust Data Security Manual. To maintain Registration Authority policies and processes in line with national guidance Be responsible for ensuring that the system is configured to comply with national and local reporting and operating requirements. To develop and run relevant testing procedures on the information systems to ensure the integrity and accuracy of the systems. All testing procedures to be documented and recorded. Liaise with owners of other systems within and outside Oxleas to facilitate joint reporting and system compatibility. Responsible for advising colleagues working on joint or integrated system development on interface and other system considerations. Produce and maintain procedure notes and documentation. Maintain up-to-date records of all system administration functions and fully document any change controls that have taken place. General Responsibilities To work closely with the support teams to deliver the ICT Strategy and replacement clinical system within the context of national ICT and other related strategies and policy documents. To be committed to delivering the vision for ICT across the Trust working with the appropriate personnel to achieve successful implementation. To work proactively to assist in the development and implementation of the community Data Quality Strategies for the clinical system. To work towards developing and maintaining good working relationships within the department, the Trust and wider community within which we work. Maintain an up-to-date knowledge and understanding of NHS Information requirements as they apply to the Trust and our systems by attending conferences, workshops, presentations and training events. Manage delegated budgets for specific identified projects and contracts, eg Choose and Book implementation, etc Management responsibilities An authorised signatory for the ICT Dept ie non stock reqs, time sheets, cheques, invoices, etc To provide accurate advice to health professionals and managers both written and verbal To provide excellent organisational and liaison skills and have the ability to work with information department staff, clinicians, managers and other staff at all levels within the organisation To produce clear, concise reports and guidelines. Assist with the selection and recruitment of staff within the System Administration Team and the RA team, including the production of job descriptions, person specifications and adverts. Ensure that the roles of direct reports are well defined and jobs are designed to motivate and encourage the development of all staff. Ensure that the performance of direct reports is actively managed through the Trusts Performance Development Review System ensuring they receive effective supervision to optimise their performance. Promote teamwork, communication and development within the ICT department. Responsible for undertaking appropriate action with direct reports, in relation to any discipline, grievance, poor performance and sickness issues, in accordance to the Trusts policies and procedures. To take part in regular personal development review programmes. To ensure staff are aware and comply with all aspects of health and safety at work. Responsible for developing systems within the System Admin and RA teams that enhances the smooth running of the department.
