It's fleet of five Cutters and six Coastal Patrol Vessels play an essential role in delivering the Governments crime reduction and border protection objectives, alongside a range of wider maritime security goals. The current fleet is at or nearing the end of its design life and so funding was announced in the Spending Review 2021 to initiate a replacement programme. This is a fantastic opportunity to be part of a dynamic and engaging team that plays a critical role in maintaining and enhancing the security of the UK border whilst also supporting the UK Governments Levelling Up agenda. As such, this role is particularly exciting and varied, suitable for someone who can pick up new content quickly and use their skills to deliver priority outcomes for the Maritime Capability Replacement Programme (MCRP). Job description The Maritime Capabilities Replacement Programme (MCRP) is a high profile, complex and demanding programme to deliver a new fleet of vessels securing the right capabilities which will remain fit for purpose over the vessels expected 20 years lifespan, adapting to any future maritime security challenges. Delivering the programme rests critically on ensuring that we identify the correct product requirements and can align these with strategic outcomes and user needs. This goes beyond the procurement of the vessels themselves into the implications for wider business change, in Border Force maritime command and elsewhere, which is likely to be significant. The programme, at present in initiation, recently joined the Governments Major Project Portfolio. The Transformation Directorate is seeking to recruit a highly motivated, innovative, forward thinking and change positive Capabilities, Requirements and Build Specialist, to ensure that the MCRP team has the technical maritime expertise needed to deliver replacement Border Force vessels. This is a specialist maritime focused role with the initial focus being on working with the Capabilities and Requirements leads in developing key products and ensuring readiness for the Outline and Full Business Cases (OBC/FBC). This will involve working across the product delivery lifecycle to bring together business needs with technical capabilities, identifying design and delivery interests of the customers, and forming a part of being the link between the business, the end users and the suppliers. In the longer term the role is expected to evolve, in particular working closely with the programme Chief Engineer and supporting the Project Management Office (PMO) Contract Manager responsible for oversight of the private sector Intelligent Client Function (ICF) that we are expecting to contract. Responsibilities include: Supporting the Programme Capabilities lead by collaborating with users to understand and anticipate their needs, and working with a broad range of stakeholders to translate them into programme product requirements. Supporting the Programme Requirements lead by providing clarity to the programme on product requirements and user expectations, authoring key portions of the Technical Statement of Requirements and supporting the evaluation and acceptance of requirements on behalf of the user. Supporting the Programme Requirements lead by providing the technical input and supervision of the design stages of the design and build contract. Supporting the PMO Contract Manager during the build and trial stages of the programme by providing the technical interface with the contracted Intelligent Client Function (ICF) to ensure that it is delivered to the agreed expected and contracted design standard, and that the contract is delivered to scope. Person specification Essential criteria: You will be highly knowledgeable and competent, demonstrating a proactive approach, with a high degree of integrity and accountability, with the following skills or experience in: Providing maritime technical advice at a senior level and leading the delivery of successful engineering outcomes in multidisciplinary projects in the Maritime environment. Experience in a comparable technical role i.e. the management of vessels and/or oversight of the co-ordination of design/build/material procurement activities between the customer and supplier. Excellent communication and interpersonal skills, capable of negotiating and managing relationships with various stakeholders, management, and external vendors. Engaging authoritatively across the range and usage of maritime products relevant to the programme. Making decisions under pressure and strong problem-solving skills. Being a Chartered Engineer with relevant maritime experience/membership of a relevant Professional Engineering/Science Institute or equivalent body and/or have an equivalent professional accredited maritime engineer qualification. Desirable criteria: A relevant maritime background and experience e.g. have worked in Maritime Command and aboard Border Force vessels or other related maritime operationally focused services. Experience of working on large-scale public sector projects/programmes. An understanding of the work of Border Force and the wider Home Office or similar organisations.
