We are looking for someone to provide technical support to the section 38 (road adoption), 278 (works to existing highway), 184 (access to highway) and 219 (Advance Payment Codes) processes for approval and adoption of new highway infrastructure under The Highways Act 1980. About the Role This role will involve working in the Development Approvals service, working alongside colleagues in the Infrastructure Planning team. You will be responsible for providing technical support to the Development Approvals team, keeping and updating data/record management systems, providing administrative support, and managing financial processes. You will be responsible for dealing with highway adoption enquires from a variety of sources and liaising with relevant district and parish councils, or members of the public over development related queries and requests. You will also be responsible for providing technical advice on minor developer funded adoptable highway infrastructure (delivered under s38/184/278 of The Highways Act 1980) and to ensure submitted designs comply with the Leicestershire Highway Design Guide, offering guidance and support where necessary so that technical approval can be achieved. You will enjoy working in a fast-paced environment and have experience of managing your own workload and working to deadlines. You will have excellent communication and negotiation skills, and the ability to build relationships with stakeholders. About You To apply for this post, you must have: NVQ3 or equivalent, i.e. BTEC in Civil Engineering or A-Levels A-C in relevant subjects, OR evidence of continued learning and development, plus extensive demonstrable experience as identified below. Working in an engineering setting, including design, development, management, maintenance or administrative utilising processes in relation to highways infrastructure Knowledge of planning policy/ guidance/ legislation, highway design standards, construction techniques, asset management principles or maintenance standards. Attention to detail to ensure accurate recording of information Excellent communication and interpersonal skills including the ability to liaise with customers face to face and on the telephone, and to continue to build on the credibility of the Council and its services. Good IT skills, including the ability to learn the use of service specific systems and software Good organisational skills and prioritisation of work to tight timescales. Ability to be flexible and adapt to change in a fast paced, customer focussed construction industry environment.
