About the role:
We seek a talented Highways Asset Manager to maximize the lifespan of our highway assets, supporting Central Bedfordshire's growth and technological advancements. You will lead an asset data-driven approach to develop and maintain multi-million pound annual and long-term plans, including managing asset inventory data, condition data, deterioration modeling, lifecycle plans, whole-life costs, and service levels to meet national standards.
You will develop, monitor, and review Asset Management Policies and Strategies, ensuring timely data collection and interpretation to influence decision-making and foster a proactive performance management culture. The role is crucial for long-term planning of highways assets, owning and implementing the Highway Asset Management Framework, Strategy, Policy, Plan, and Procedures, aligned with relevant legislation and standards.
Your team will ensure effective management of highways assets to deliver strategic priorities and service needs, championing asset management principles across the highways service. You will oversee budget allocation, monitoring, and reporting related to highway maintenance, working collaboratively with contractors to identify opportunities for quality improvements, cost reductions, and efficiency gains.
About you:
The ideal candidate will have extensive experience in the Highways and Transport sector, with solid knowledge of Asset Management software, industry codes of practice, and procedures. You will be a commercially driven leader capable of delivering whole life asset planning, with excellent communication skills to collaborate across departments, with elected members, contractors, and stakeholders.
You will manage, coach, and develop a team of technical staff, providing clear direction and support to enable their growth and successful delivery. Proven technical experience in highway or civil engineering, along with continuous professional development and industry knowledge, is essential.
Qualifications:
* Diploma of Higher Education (DipHE)
* Foundation Degree
* Higher National Diploma (HND)
* Level 5 Award, Certificate, or Diploma
* Level 5 NVQ or equivalent professional qualification (e.g., AAT, Chartered Institute of Planning and Surveying)
* Ordinary Degree or full professional qualification
