Key Responsibilities To be a member of the Office of Data and Analytics (ODA) and be responsible for ensuring the delivery of the ODA Data and Intelligence Strategy in the Division for which they are responsible. To ensure that business intelligence and insight analytics drives strategic decision-making within the Division to support the achievement of Trust and System objectives at both Divisional and organisational level. Specific duties include: To guide and enhance the divisional clinical and operational teams understanding of the intelligence and insights provided. Working alongside clinicians and operational teams to understand their pressures and enable data to drive supportive action. Support clinicians and managers in their use and interpretation of information and promote a culture of good data quality and effective use of information. Lead the business and activity planning function for the Division during business planning cycles. Undertake forecast modelling and predictive analysis to support divisional recovery and business planning. Work closely with other Business Partner colleagues to bring together divisional plans to form a Trust plan, ensuring triangulation within and between Divisions on activity, finance, and workforce plans. Interpret national policy, in particular the NHS Operating Plan, Winter Recovery Planning and NHS Outcomes Framework. Policy changes will need to be reviewed and understood, along with accessing the impact (in terms of activity, performance and financial). Provide written/verbal narrative and supporting presentations to describe how the activity plan has been arrived at, and any risks to delivery and the resulting predicted performance outcomes. To perform highly complex analyses for the Directorates, communicating the results clearly and understandably to stakeholders of varying levels of knowledge. Analyse multiple data sources (internal and system sourced data) to draw insight and recommendations for improvement. Attend the Data & Analytics service monthly alignment group and chair internal Divisional squads to ensure alignment of the priorities for analytical insight work for their division, resolving issues in meeting demands that ensure that both the Division and the Trusts Office of Data & Analytics can support and enhance Trust service delivery to patients to the very best of its ability. Lead the assessment and analysis process in relation to any future proposed service or demand changes and ensure that robust impact assessment takes place to support strategic and operational decision making. Provide performance forecasts and early warning of performance and data issues, along with undertaking deep dive insight into areas of interest. Contribute to the Trust Integrated Performance Report and other tier 1 committee and transformation alliance reports by providing insight and narrative on the divisions /service performance metrics. Take a pro-active approach to identifying patterns and signals in data sets and distilling actionable information for clinicians and operational teams. Take a holistic approach to ensure design, development and delivery of analytics and business intelligence in an innovative and meaningful way. Utilise BI tools (e.g. SQL, Power BI, Qlik Sense and R) to deliver analytics and intelligence ensuring all data products are delivered to best practice. Advanced level of technical expertise in the manipulation of spreadsheets and databases, and use of statistical tools and techniques, including modelling, forecasting and statistical process control. Lead on analyses of a wide range of highly complex operational performance data including capacity and demand as well as clinical outcome data to establish the progress of service change and efficiency projects, and to highlight and address areas of concern. To produce highly complex reports, requiring the collection, analysis, and interpretation of a wide range of data including differing expert opinion, and comparison of several options and recommendations. Provide analytical support to transformation programmes of work or pathway initiatives that relate to the division / service the postholder supports. Be expected to communicate within the Trust and across the health and care community on matters which are often highly sensitive, complex, and contentious in nature, relating to service improvement and reconfiguration where there will frequently be resistance to change. To support data-drive decision making by positively challenging consensus when insight conflicts with expected or preferred outcomes. Work collaboratively with partner organisations to support the delivery of shared objectives, support system transformational delivery plans and local performance and population outcomes. Directly leading and managing (rather than co-ordinating) specific projects. These may be projects which are identified by the Trust as potentially more complex or sensitive & therefore require a more specialised lead. Working closely with colleagues from across the Trusts Office of Data & Analytics to support the development and facilitate implementation of the Trusts Performance and Accountability Framework, Information Strategy and Data Quality Policy within the Division for which they are responsible. Actively participate in several committees, alliances and working group meetings across within the Trust and across the local system acting as Chair if required. Have advanced written, verbal and presentation skills to assimilate and relay highly complex, and often sensitive and contentious information to senior managers and clinical colleagues, often within large groups, where there are likely to be significant barriers to acceptance because of strong opposing views and resistance to change. Work independently to achieve desired results, managing own workload requesting guidance from peers as required. Negotiate bespoke resource profiles and work packages within an agreed contract with divisions/speciality areas to support action plans and achieve identified benefits. To represent the Trust at local, regional, and national forums. Forge strong working relationships with members of the wider Office of Data Analytics Service and communicate effectively with staff at all levels within the Trust and external stakeholders. To write and implement Trust wide and departmental policies, procedures, and guidelines. Provide line management responsibility or deputise for the Head of Clinical Coding, Data Quality and Information Management where applicable.
