Assistant Director Transformation and Value
We are seeking a motivated individual to join our team in a newly established position within the Directorate of Strategic Improvement and Transformation.
Working in a new team, this is an exciting opportunity for the right person to make a real difference within the Powys Teaching Health Board, by leading a range of whole system transformation programmes.
The purpose of the role is to improve outcomes by leading a range of whole system transformation programmes spanning services accessed across England and Wales for conditions within the "Big 4" including:
1. The Respiratory Programme (Breathe Well)
2. The Circulatory Programme
3. The Cancer Programme
Main duties of the job
The post holder will be the Senior Responsible Officer for a portfolio of complex whole system transformation programmes to deliver major priorities within the Health and Care Strategy and IMTP, involving stakeholders and service providers across England and Wales, chaired at Chief Executive or Director level, as outlined within the IMTP. The Assistant Director Transformation & Value will work to the Director of Strategic Improvement and Transformation as the lead officer for representing the Health Board for transformation. They will be responsible for credible and dynamic leadership and taking forward large-scale service change and facilitating and coaching clinicians to engage in strategic transformation programmes. The role will require strong negotiation and interpersonal skills and effective management of teams and a range of programmes to ensure improved outcomes.

Person Specification
Qualifications/or Knowledge
* Educated to master's degree or equivalent level of experience
* PRINCE II, Managing Successful Programmes (MSP), or Agile Practitioner or practitioner level qualification in another recognised programme management methodology
* Knowledge and experience gained in relevant doctorate level of experience
* Evidence of CPD
* Highly strategic thinker with ability to influence at all levels
* Knowledge of NHS operational and strategic service issues in Health and Social Care
* Knowledge of project and programme governance, including risk management techniques
* Knowledge of legal, governance and commercial considerations associated with commissioning and contracts
* Registration with a professional body
Experience
* In depth professional knowledge and experience in several disciplines such as programme management, partnership working, value-based health care, financial management, performance management, information systems, staff management, estates and service planning gained through both managerial knowledge/experience and management courses
* Previous personal responsibility for delivering major service change programmes
* Experience of assessing service performance in integrated services
* Experience of working with Welsh Government Policy development
* Demonstrate areas where change has been initiated, managed and implemented successfully
* Experience of staff leadership, management and staff development and performance appraisal
* Experience of NHS Commissioning
* Significant experience of working with staff, trade unions, and staff associations
* Practical experience of the NHS service and business planning and investment appraisal
* Experience of contract management, procurement and negotiation
Aptitudes and Abilities
* Engage and build positive relationships with clinical teams, Board Members, Senior Managers, external advisors and stakeholders
* IT skills - Microsoft Office including Word, MS Project, and PowerPoint
* Plan and prioritise work flexibly and meet deadlines
* Manage direct communication of sensitive and complex information with public communities, in an emotive atmosphere
* Lead a team, motivate staff and create an environment for high performance team
* Develop and maintain strong relationships within the multiagency NHS and broader stakeholder environment
* Ability to speak Welsh is desirable.
