The Vision for the Commercial function is to ‘Drive Commercial Excellence with our external partners to digitise the UK energy system’. In doing so, Commercial manage all third-party commercial relationships from concept through to end of life. The key focus areas include identifying, procuring, contracting and managing suppliers; demonstrating value for money; delivering continuity of service; assuring we are compliant with internal and external governance (DESNZ and Ofgem).
The Procurement Team is responsible from the concept to contract of the Procurement lifecycle, covering Category Management, market analysis, sourcing, negotiation, and contracting for goods, works and services and in line with DCCs licence and Procurement Policy, working alongside the Category Management, Strategic Supplier Management and Commercial Operations and Planning teams as part of the commercial function.
The Procurement Manager will deliver a category led buying approach from tactical buying to strategic multi-year procurements. The role reports into a Senior Procurement Manager.
What will you be doing?
1. Manage, lead, and deliver sourcing activity to assigned projects and categories utilising established negotiation, benchmarking, strategic sourcing techniques & sustainability policies.
2. Working with DCC Directors and Executives to set and implement sourcing and procurement for all assigned procurement projects – ranging up to £100m+.
3. Providing thought advice and procurement expertise on sourcing models to meet the different needs of the business – from catalogue and auctions through to complex multi-year transformational procurements.
4. Providing sourcing expertise in the Professional Services category.
5. Creation and implementation of supplier contracts, incorporating key commercial and contractual requirements.
6. Understanding of regulated and a non-regulated procurement and sourcing environments. Ideally with reference to secure and critical national industries.
What are we looking for?
1. Significant sourcing experience with a demonstrable track record of savings delivery.
2. Proven level of negotiation and dispute resolution skill set.
3. Strong research and analytical capabilities, in particular supply market research, spend analysis, business requirements analysis and bidder response evaluation.
4. Experience with cross-functional collaborative working methods.
5. Solution driven, innovator, cost and value led.
6. An analytical mind-set: comfortable manipulating large volumes of data.
7. Strong attention to details and proven ability to work in an open/auditable way fitting to a regulated environment.
8. Strong written and verbal communication. Ability to communicate effectively with stakeholders at all levels.
9. Ability to work effectively both independently and as part of a team.
10. Ability to influence stakeholders in a complex environment.
