Overseeing strategic initiatives, ensuring compliance with statutory requirements and fostering continuous improvement. Your role will be to support the Head of Health, Safety & Fire and transform our current systems into an effective health and safety management system that demonstrates levels of assurance.
A strategic leadership at a corporate level is essential for developing and advancing the Health and Safety agenda throughout the Health Board.
You will have all the necessary qualifications and knowledge required to provide professional leadership and strategic direction of health, safety & fire and compliance with regulatory bodies, supporting the delivery of high quality, safe care for all who visit or work at the Health Board.
The post holder will have responsibility for the Health & Safety Management Team for the Health Board and support the Head of Health, Safety & Fire with the day to day running of the department, covering all functions.
To be responsible for providing specialist advice, training and support to staff on health and safety related issues and contribute to the wider risk management agenda. This will require specialist knowledge and practical demonstration across a range of health and safety activities.
To advise on compliance with Statutory Legislation in health and safety in liaison with the relevant enforcing authority. Promote a positive health and safety culture throughout the Health Board.
The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

Management and Leadership
To provide Line Management for the Health and Safety Team and to ensure the aims and objectives for the Health Board pertaining to health and safety are clearly communicated to staff members. To provide objective setting, measuring of performance, appraisal, sickness management, disciplinary etc.
Communications and Relationships
To support on all health and safety matters for the Health Board ensuring the organisation meets its legal and statutory requirements. Deputise for the Head of Health, Safety & Fire at the All-Wales Health and Safety Managers Forum and other meetings as required. Attend high level, corporate meetings both internal and external and be able to debate complex issues at such meetings, whilst maintaining sensitivity around conflicting problems.
To provide expert advice in line with current legislation and best practice to all staff throughout the Health Board on health and safety issues and practice.
Knowledge, Training and Experience
Must be studying for/have gained Chartered Membership of IOSH (CMIOSH). Practical experience and understanding of working across a range of disciplines underpinned by theoretical knowledge.
Analytical and Judgemental Skills
To develop and manage organisational and departmental performance dashboards to identify key health and safety issues and identify areas for improvement. To identify high risk activity, develop appropriate strategies to reduce risks and provide written and oral reports to the ABUHB Health and Safety Committee. To make decisions following analysis and interpret highly complex facts, situations, comparing a range of options to diagnose the root cause(s).
Planning and Organisational Skills
To lead on planning, developing and implementing an audit process for health and safety to monitor and enhance Health and Safety management systems in accordance with HSG (65) across the ABUHB, including multi-agency partners and to ensure that lessons learnt are disseminated across the area and incorporated into future plans.
Policy and Service Development
To act as a health and safety competent person for the Health Board. To develop, implement and review health and safety policies and procedures across a range of services in line with current best practice, including violence & aggression, CoSHH, First Aid etc.
Financial and Physical Resources
Delegated responsibilities for the Health & Safety budget by monitoring and approving expenditure of travel and ensure use of mileage and time is managed efficiently across the service.
Human Resources
To Line Manage the Health and Safety Management Team. Be responsible for linking with the Head of Health, Safety & Fire to develop an effective system of performance management, including appraisal and personal development, for all team members, including active succession and workforce planning.
Information Resources
Be required to regularly produce complex reports and presentations based on a range of information from a variety of sources. Writing and presenting reports to a wide range of groups, including the Health Board health and safety committee, All Wales meetings and Divisional quality and patients groups.
Research and Development
Responsible for health and safety qualitative and quantitative audits to evaluate compliance with health and safety legislation and standards. To carry out research, identify areas of best practice and lead on project management on agreed topics for service improvement.
Freedom to Act
Responsible for the strategic development and operational management of health and safety services.
