About the role:
As the Head of Operations you will hold Pre-Approved Controlled Functions (PCF-42) under the Central Bank of Ireland Fitness and Probity standards. You will report directly to Paysend Group Head of Operations and the CEO of Paysend EU DAC.
You will be a key member of the Executive Committee (ExCo) and will challenge peer ExCo members when needed to ensure that the best outcome is reached for the success of the firm. You will have a key role with responsibility for the Paysend EU DAC Operations Function within a growing multi-national fintech company.
Paysend EU DAC is authorised by the Central Bank of Ireland as an Electronic Money Institution (EMI). You will have experience working in the operations function of a financial services company and tackle any problem as well as coordinate multiple deliverables in a fast paced environment. You will need to have an analytical mindset and have incredible attention to detail to succeed in this role.
This is a hybrid role with the flexibility to work at home and you must be present in our Dublin office on a weekly basis.
Based in Ireland you will be responsible for establishing and leading Paysend operations across Europe. You will become a leader in a team of world-class Fintech experts with the mission to build Paysend into a leading licensed Financial Services brand across the region.
You will primarily be responsible for managing the oversight and governance of Paysend EU DAC's Outsourcing activities.
Key responsibilities
Outsourcing
1. Accountable for managing outsourced services provided by Paysend Group ensuring that Paysend EU DAC operates in full compliance with legal and regulatory requirements.
2. Responsible for developing structures to oversee, monitor, and assess the appropriateness of Paysend’s outsourcing framework including the associated risks.
3. Definition of all outsourced services provided with defined KPIs and agreed performance standards and update of service catalogue so that an audit log is maintained for adherence to service standards per Intragroup Outsourcing Agreement.
4. Chairperson of the Outsourcing Committee and maintenance of strong relationships with the Outsourced Service Providers including management of services issues and mitigation actions required when service levels are outside tolerance.
5. Maintain and carry out a review of the outsourcing policy and submit the Outsourced Register to the CBI on an annual basis.
Operations
1. Oversee and lead Paysend EU DAC Operational functions in Ireland. Collaborate with other members of Paysend EU DAC's Executive Committee and the Group team to implement efficient Operational processes and standards across the EEA.
2. Preparation of Board reports and presentation to the board of Directors and monthly Executive Committee meetings.
3. Working closely with the Technology team to ensure the IT infrastructure on which the Paysend financial services are hosted and delivered are operating effectively.
4. Working closely with the Customer Support team to ensure excellent customer satisfaction with the delivery of services from Paysend.
5. Maintain an appropriate wind down plan outlining how Paysend would manage an orderly wind-down of its business as required by CBI.
6. Responsible for Operations First Line of Defence (FLOD) for risk management and performance in compliance with the Irish regulation as a licensed electronic money institution.
Operational Resilience
1. Accountable for ensuring Operational Resilience Framework is operating effectively and is sufficiently robust.
2. Maintain Operational Resilience Policy and related identification, mapping and risk assessment of Critical and Important Business Services (CIBS).
3. Submission of DORA Register of Information.
Change Control Process
1. Accountable for assessing the proposed Group initiatives from a regulatory perspective in respect of products and services and ensuring effective Go / No Go process is in place.
2. Manage the Go / No Go documentation and process related to new products, partners, and service launches for the EEA region.
Audit and Risk Management
1. Accountable for Operations Risk Reporting under the ERM framework and ensuring all audit recommendations are closed on time and to the standard required by Internal Audit.
Group Operations
1. Work closely with the Group Operational Excellence team and lead on the implementation of Operational initiatives and best practice across the Group.
2. Support the Global Head of Operations with group wide initiatives to drive up governance and oversight in other regions.
Requirements
1. Has previously held or has the desire and ability to step into and hold a Central Bank of Ireland 'Pre-approval controlled function', PCF-42 role.
2. Educated to degree level or equivalent work experience.
3. 7+ years of experience in senior/leadership roles for organisations in the financial services industry, preferably with experience in payment operations, with both domestic and international focus.
4. Good understanding of the European regulatory landscape for financial services, including requirements around management oversight and outsourcing and deep understanding of financial services Operations.
5. Experience managing and overseeing outsourced service providers.
6. Ability to work closely with a group Senior Management team and geographically dispersed functions, networking internally and building confidence.
7. Ability to build relationships quickly as well as a structured approach to tracking, managing and remediating performance, acting as a trusted member and advisor.
8. Demonstrates enthusiasm and leadership and a strong work ethic necessary to succeed in a dynamic, fast-moving and results orientated business.
9. Able to work in a time pressured environment with a high degree of accuracy.
