How you'll make a difference
You will be pivotal in developing and leading a strategic vision to formulate plans and policies to ensure the Property Division is fit for the future and maximising opportunities. Working closely with the service director you will produce a range of strategies and planning service delivery, outcomes or improvement in the division, influencing and challenging across the organisation to inform service planning, development and associated budgets.
Property and Business Support Services sits within the Resource and Business Change Department, responsible for the strategic and day to day management of the corporately owned estate, which is the council’s most valuable assets. You will have no direct reports but will lead and manage multidisciplinary teams ensuring the best value from the property portfolio of £784m.
What you will be doing
* Responsible for acquiring assets and utilising council land and property, you will generate an increased commercial return, using investments to support its place shaping aspirations within the council.
* You will deliver the councils ongoing estates strategy and lead on the continuous review and implementation, also responsible for delivery of the capital programme.
* Reviewing all existing processes and procedures, you will continuously improve current working practices to ensure value for money, ensuring effective and efficient working.
* It will be your responsibility to develop strategies and plans to deliver the councils key plans and work with colleagues in the division to ensure their implementation and support the senior managers to set key performance indicators and provide clear direction for their teams.
* You will not have direct management team responsibilities but will work closely with property services senior managers to lead and drive development delivery and identify further opportunities.
* Leading on strategic site development, you will work with strategic partners both within the council and externally.
What we need from you
* It is essential that you are educated to degree level in a relevant subject or equivalent experience. You will also have professional accreditation, RICS or Institute of Asset Management, or the equivalent knowledge, skills, and proven experience.
* We require you to have a significant amount of knowledge in a diverse range of property assets, ideally local authority assets and have a substantial level of work experience in the areas of property review and project delivery.
* You will have knowledge of relevant national and regional policy and legislation to the public sector specifically in relation to property and also funding bodies who can help to deliver property projects.
* It is essential that you have leadership experience, with the ability to manage, co-ordinate and plan the managed area and ability to influence stakeholders and build relationships.
* You must have experience of managing projects and outcomes and developing and maintaining complex partnerships and have financial and commercial acumen with experience of managing budgets.

* You will be expected to travel throughout the authority and surrounding area so you must have a full, valid driving licence with regular access to a vehicle.
