Regulatory Services is a broad ranging area that delivers high-quality and public facing services that include food hygiene inspections, licensing activities involving animals such as dog breeders and pet shops, health and safety enforcement, responding to nuisance complaints, investigating fly-tipping, monitoring and improving air quality in the Borough, and giving expert advice to colleagues in the Planning team. Your new role at Eastleigh Borough Council This is a great opportunity to join the management team within Regulatory Services and lead a versatile and experienced pollution team, which includes specialists in air quality and land contamination. They are looking to recruit a Pollution Control Manager, who demonstrates a passion for, and experience in, delivering an efficient and effective Pollution Control service. The team provides expert technical advice to the Council’s Planning Team, considering factors such as noise, air quality, contaminated land, dust control, lighting, and waste management. The team also oversee the monitoring of the Council’s Air Quality Management Areas and produce the Air Quality Action Plan to improve air quality for our residents and visitors. In addition to managing the existing small team of experts and providing expert advice, the successful candidate would respond to consultations on licence applications and large events, lead in the development of new policy and guidance and represent the Council at local forums and technical working groups. Role Purpose Deliver a wide range of professional and technical services to residents, businesses, and internal stakeholders. To be the Council’s subject matter expert on all matters relating to pollution control. Lead on the development and improvement of policy and procedures. Promote, maintain and improve pollution control through advice, guidance, and enforcement. Manage, lead, support and mentor the Pollution Control team and organise workload to provide an excellent service to Eastleigh Borough and its communities. Main Responsibilities Deliver, with the team, a professional Pollution Control service with high standards of advice and support, resolving cases of varying complexity as they arise. Provide expert knowledge and assist with service delivery on pollution matters including statutory nuisance, Environmental Permitting, planning consultation, land contamination, air quality, and water quality, drainage, and public health funerals. Manage pollution enforcement and carry out environmental monitoring. Undertake consistent and proportionate enforcement action to resolve non-compliances where appropriate. This may include the service of notices, seizure of equipment and prosecutions, representing the Council in court where formal proceedings are taken. Take the lead on investigations and cases of greatest difficulty and complexity. Keep abreast of current and proposed legislation relevant to Pollution Control. Support, guide and advise the Pollution Control team, other teams across the Council, and with the Regulatory Services Manager, the Corporate Leadership Board on Pollution Control matters as necessary. Effectively manage the team’s budget, providing value for money services. Produce service plans, performance monitoring data and contribute to risk registers. Ensure and develop appropriate levels of quality and specialist knowledge within the Pollution Control team. Ensure compliance with relevant statutory regulations, legislation, professional codes of practice and adherence to council policy. Work with the Regulatory Services Manager on strategy and policy issues relating to pollution Attend interdepartmental meetings and meetings with key stakeholders as required e.g. the Airport Consultative Committee Prepare reports and briefings, including for Cabinet and other Committees. Provide data and other evidence to support decision making across the Council Draft responses to MP enquiries and formal complaints as necessary. Establish and maintain relationships within the Council and our communities, including with Local Area Managers, Elected Members, One Horton Heath and other major Council projects and building developers. Draw up specifications and requirements for consultants and contractors. Ensure that enquiries and cases are reviewed, and any learnings shared within the team and across the Council as appropriate. Essential What you'll need to succeed A degree, or have extensive, relevant experience. Membership with the Institute of Acoustics - MIOA, or other relevant professional body. Knowledge of the relevant environmental legislation. A detailed understanding of the planning process and how to mitigate the effects of development on pollution levels in land, air and water. Excellent communication skills, both verbal and written. Ability to compile clear, concise reports. A strong commitment to customer service. Experience in dealing with EPR Licencing. Significant experience of providing advice on complex planning applications and identifying and recommending mitigations. Experience in working with developers, the public, Councillors, and other professionals. Desirable Knowledge of environmental enforcement - gathering of evidence, issuing of notices, etc. An understanding of what can be used as admissible evidence and the assembling of evidence for use in prosecutions. A detailed understanding of Air Quality Management Plans for AQMA’s. Experience of working with local businesses and providing advice and support to ensure compliance with environmental regulations. Experience of acting as a witness in legal proceedings.
