The Council’s Planning Services play a fundamental role in managing the natural and built environment, ensuring that the future development needs of the area can be accommodated to make it a better place in which to live and work.
The Delivery and Infrastructure team is focused on unlocking and delivering strategic and local plan development sites across North Yorkshire, developing relationships with funding partners and infrastructure providers, and ensuring that monies are levered in from new development to support our place shaping ambitions.
Role summary
The Strategic Transport Officer will play a lead role in providing advice on all transportation matters to support the preparation of the Council’s Local Plan and delivery of strategic development projects and sustainable housing growth across North Yorkshire; ensuring that sustainable and active travel is fully embedded. You will be able to work with minimal supervision in delivering the key requirements of the post.
You will take a lead role in the delivery of transport projects identified within the Council’s Local Plan, ensuring co-operation and coherence of approach within the Council and with public and private sector partners and stakeholders.
The postholder is based in the multi-disciplinary Delivery and Infrastructure team and reports to the Delivery & Infrastructure Manager but will work closely with officers in the Highways and Transportation Service. This will include joint working on projects and/or matrix management approaches.
Duties and responsibilities
1. Lead on the strategic transport inputs required to support the preparation of the local plan, including the necessary research and evidence base to support the Council’s emerging policies and site allocations.
2. Provide strategic transport input to the preparation, review, and implementation of masterplans for strategic development sites, other guidance documents and relevant corporate plans and projects.
3. Prepare and present specialist evidence on transportation matters at public examinations, local inquiries and other public meetings as appropriate.
4. Take a lead role in the delivery of transport projects identified within the Council’s Local Plan, ensuring co-operation and coherence of approach within the Council and with public and private sector partners and stakeholders.
5. Devise, supervise and contribute to a robust programme of strategic and sustainable transport projects and initiatives. Monitor and manage performance against agreed targets and objectives.
6. Drive, lead and contribute to development and delivery of major capital projects which support sustainable economic growth.
7. Appraise the economic impact of initiatives to inform the future prioritisation/use of council resources.
8. Keep abreast of best practice and successful initiatives elsewhere in the country and recommend/implement new initiatives/ways of working to help the service to deliver its sustainable growth and quality of place ambitions.
9. Identify, influence, maximise and manage external funding opportunities that support improvement and investment in strategic and sustainable transport solutions to support strategic site delivery.
10. Prepare/coordinate quality bids in response to external funding opportunities and commission external support/expertise for projects/sites.
11. Where successful bids are made ensure that the project is successfully delivered (e.g., through coordination with others, project group, as leader officer, by ensuring the end recipient receives the funding).
12. Take responsibility for own work, performance, development and behaviours; using own initiative to ensure that expectations are met for the benefit of the Council, our customers and our colleagues.
Experience / Qualifications
1. Degree level qualification or equivalent in a relevant subject/field.
2. Strong track record of effective programme management and experience of managing multi-disciplinary projects and processes.
3. Extensive experience of negotiating with a range of bodies and individuals.
4. Experience of proactively leading and delivering change and improvement initiatives.
5. Working across organisational boundaries, developing effective relationships in order to deliver Service projects and priorities.
6. Experience of working closely with the development industry and building proactive and successful relationships between the public and private sector.
7. Development and delivery of successful business cases to secure external funding/investment.
8. Experience of effective communication using a variety of methods tailored to a broad range of stakeholders and customers including experience of presenting evidence at examinations/inquiries and or reports to Members.
9. Sound knowledge and practical understanding of planning, infrastructure and housing related legislation and associated funding mechanisms.
10. Financially and commercially aware with strong analytical skills and a creative approach to service delivery.
