Location: Pullar House, 35 Kinnoull Street, Perth, PH1 5GD
Based within the Property (Housing) Capital Projects and New Builds Team, a new opportunity has arisen for a Project Officer to support the Housing Service in meeting Scottish Government's net zero targets and priorities outlined by Perth & Kinross Council, including the Climate Change (Scotland) Act 2019, EESSH2, Housing to 2040, and the Heat in Buildings Strategy. The role involves supporting the planning, implementation, and management of various projects to achieve these aims.
The Project Officer will work in a small team led by a Project Manager, providing support with:
1. Programming work to ensure properties meet the EEESH2 standard by 2032, including refurbishment and regeneration options for hard-to-heat, end-of-life, and non-effective stock.
2. Managing programmes for retrofitting existing housing stock.
3. Installing new technologies in tenants' homes to support energy efficiency and behavioral changes.
4. Completing funding bids and exploring other funding sources such as HEEPS ABS, Warm Homes Fund, and Decarbonisation Fund for Social Housing.
5. Engagement in innovative projects, including involvement in the Smart Cities Alliance and the Local Heat and Energy Efficiency Strategy (LHEES).
You will report to the Project Manager - Energy Efficiency and collaborate with colleagues across Housing and external partners. A key aspect of the role involves working with external consultants to develop strategies and programmes that meet legislative and environmental obligations.
The role typically requires working Monday to Friday, 8.45 am to 5 pm, with flexibility for evenings and weekends for meetings, surveys, and consultations. Requirements
We seek a highly organized, motivated individual with enthusiasm and a desire to make a difference. Essential qualifications and experience include:
* An HND or equivalent in a relevant building discipline, with experience in building, construction, or housing projects.
* Ideally, a CIH Level 3 in Housing or equivalent.
* Awareness of CDM Regulations and willingness to undertake training as a Principal Designer.
* Excellent IT skills for database management and reporting.
* Ability to manage small-scale construction or housing capital projects.
* Strong communication skills, capable of engaging with various stakeholders, including tenants and external agencies.
* Adaptability, flexibility, and excellent organizational skills to manage projects effectively under tight deadlines.
* A team-oriented mindset with the ability to work independently, problem-solve, and adopt a positive approach.
* A non-judgmental, empathetic attitude towards tenants and residents.
* A valid UK driving license for travel across Perth and Kinross.
Responsibilities
* Support the Project Manager in leading the Housing Capital Investment Programme to meet legislative and environmental targets.
* Assist in developing projects to achieve specific EPC ratings for social housing and fuel-poor households, aiming for net-zero emissions by 2045.
* Prepare project briefs aligning with council standards.
* Support procurement processes and ensure health and safety compliance.
* Engage with tenants and external stakeholders to develop and communicate projects.
* Draft reports and documentation for governance and performance management.
