We are seeking an experienced and visionary Head of Housing Management to provide strategic and operational leadership across housing management services, tenant empowerment, tenancy fraud prevention, and leaseholder services. This is a pivotal role in transforming housing services, ensuring compliance with regulatory standards, legislation, and government guidance, while driving service improvement, customer engagement, and operational excellence.
As the strategic lead for tenant empowerment and engagement, you will place residents at the heart of service delivery, ensuring that services are efficient, customer-focused, and reflective of the diverse needs of the community.
Key Responsibilities
·Provide strategic and operational leadership to ensure high-performing housing management services.
·Drive service transformation, embedding a culture of performance, innovation, and continuous improvement.
·Set and monitor ambitious service performance targets, ensuring value for money and high customer satisfaction.
·Lead on tenant empowerment and engagement, ensuring the customer voice influences service design and delivery.
·Ensure services meet regulatory standards, legal requirements, and best practices in housing management.
·Oversee tenancy fraud prevention, leasehold management, and resident safety compliance.
·Lead on safeguarding the well-being of vulnerable tenants, working closely with Adult Social Care and Children's Services.
·Manage financial, staffing, and physical resources, ensuring budgets are controlled effectively.
·Maximise income collection, cost efficiency, and investment in service improvements.
·Work in partnership with internal and external stakeholders to develop multi-agency approaches to housing challenges.
·Collaborate with housing associations, community groups, and enforcement agencies to deliver coordinated housing services.
·Act as an advisor to senior leadership and elected members, ensuring strategic housing priorities align with broader council objectives.
·Promote resident involvement and co-production of services, ensuring transparency and accountability in decision-making.
About You
·Extensive senior management experience in social housing, with a track record of driving service improvement.
·Strong knowledge of housing legislation, compliance frameworks, and regulatory standards.
·Experience of leading large housing teams, implementing policy, and managing multi-million-pound budgets.
·Proven ability to manage change, embed cultural transformation, and enhance customer satisfaction.
·Expertise in safeguarding, tenancy fraud, and leaseholder management.
·Strong leadership and strategic thinking skills.
·Ability to influence and engage with stakeholders at all levels.
·Excellent problem-solving and decision-making capabilities.
·High level of political and commercial awareness in a housing management setting.
·Chartered Institute of Housing (CIH) Level 5 qualification or equivalent experience.
·Evidence of continuing professional development (CPD) in housing and leadership.
