The Head of Primary Care Commissioning, working as a member of the senior Primary care team, will be a credible professional with a track record of delivering operational management and support the delivery of transformation and improvement within primary care, whilst working in partnership with internal and external stakeholders. The Head of Primary Care Commissioning will have responsibility and accountability for strategic and operational delivery of the Coventry and Warwickshire ICB Enhanced Services Programme. This will involve working in close partnership with the CW Senior Responsible Officer (SRO) for Enhanced Services to assure the successful achievement of the core functions of the programme and to ensure that work streams and programmes are planned, carried out effectively, delivered on time and in budget. The Head of Primary Care Commissioning will have responsibility to drive forward and deliver the outcomes and benefits of the review and remodelling the Enhanced Service offer with General Practice within Coventry and Warwickshire. As Head of Primary Care Commissioning, you will contribute to the development of the ICS strategy under the leadership of the Director and Deputy Director of Primary Care. You will be responsible and accountable for supporting implementation of the primary care strategy and ensuring delivery. You will be responsible for ensuring that primary care providers including practices, networks and at scale providers are engaged in the programme and development to ensure the ICB supports the provision of high-quality primary care services and that any statutory requirement under NHS England delegation agreements are discharged. You will be responsible for leading, developing and coordinating thematic work programmes across primary care within the footprint of the integrated care system as part of the matrix leadership team, with your areas of work determined by capacity and capability across the team. You will work with clinical specialities across the three acute trusts in CW and local and regional clinical networks, to re-develop clinical pathways and ensure that there is the right care delivered to patients close to home, improving health outcomes and reducing health inequalities. You will lead on the development of partnership working arrangements to ensure general practice is at the centre of new models of care, that embrace and facilitates integrated multidisciplinary working and holistic patient centred care. Provide management and professional oversight for the day-to-day leadership and management of the Enhanced Services Programme team and work collaborative with the primary care teams across Coventry and Warwickshire. You will develop effective working arrangements with your team and the other Heads of Primary Care and the Head of Primary Care contracts and assurance to ensure delivery of all priorities and supporting and developing staff within your team. Principal Duties General The Head of Primary Care Commissioning will have the following responsibilities: 1. Lead the Enhanced Services Review Programme; delivery, risk management and mitigation. 2. Understand and communicate through appropriate routes the implications of the review and the ICB strategic planning and development of services and service delivery models. 3. Lead and drive forward specific service developments in line with the ICB Primary Care strategy and priorities identified through the scoping process and development of a system approach for pathway redesign and left-shift in collaboration with system Partners to maximise the ICB / ICS funding streams. 4. Lead the development of the case for change and utilise the routes available to ensure the pathway mapping, redesign and culture for the delivery of services in the most appropriate place for our communities, patients, system pound is achieved for those services in scope. 5. Support the delivery of the system-wide Primary Care Strategy and aligned Delivery/Implementation Plans which will: a. Drive local delivery of the strategic direction for primary care set out in key national documents (NHS Long Term Plan, Integrated Care Systems Design Framework, Fuller Stocktake Report, etc.); b. Enable transformation, innovation, and improvement of the primary care services (including the enhanced services programme); and c. Support the delivery of national and local priorities within available funding. d. Deliver commissioning responsibilities delegated to the C&W ICB under the Delegation Agreement with NHS England. 6. Ensuring that local GP practices and PCNs are fully engaged in the C&W ICB Primary Care Strategy and enhanced services development programme, including ensuring regular communications to practices and PCNs. 7. Working with transformational workstreams, Population Health Management leads, operational and strategic commissioning teams to ensure C&W ICB progress against its strategic and operational plans. 8. Working with Clinical Leaders to lead the enhanced services redesign work in primary care, establishing and developing mechanisms to set minimum standards and outcomes for services 9. Support the ICB approach to and process for investment into General Practice through enhanced services, national Transformation Funds and other sources of funding 10. Interpret and translate complex national guidance into policies and guidelines. 11. Frequent exposure to distressing and emotional circumstances. 12. Frequent requirement for concentration where the work pattern is unpredictable with interruptions. 13. Work with ICB colleagues and clinical leads to develop programmes and service redesign initiatives which improve the quality of services, maximise opportunities afforded by clinical commissioning and lead to productivity and efficiency gains. 14. Lead engagement with CW General Practice working closely with the Head of Communication and Engagement and support the localities in their role in efficiency programmes, service development and promoting collaborative working. 15. Develop mechanisms for effective communication and engagement with practices, encouraging opportunities to influence commissioning decisions. 16. Lead the development of service specifications to inform commissioning intentions and contracting for primary care. 17. Produce clear and succinct reports, business cases and optional appraisals to inform discussion and decision-making at ICB committees. Key Functional Responsibilities Operational 1. Responsible for updating and delivering the enhanced service review programme, promoting innovation and supporting operational excellence across primary care 2. Support General practice to have a strong voice through the enhanced services review programme including engagement with the primary care collaborative, geographical care collaboratives and enabling strong federation development by managing effective working relationships with appropriate staff, colleagues and stakeholders 3. Lead on specific ICB wide Primary Care work streams ensuring development of strategic and operational plans
