SENIOR TECHNICAL OFFICER (GAS AND WATER)

Scale PO 3 - 6 (£38,626 - £41,511 per annum)
We are seeking an experienced and highly motivated Senior Technical Officer to join our team, playing a pivotal role in ensuring compliance with gas and water safety regulations. This role involves overseeing servicing, maintenance, and installation work across both domestic and commercial properties, with a key focus on managing the Gas servicing programme, including all related certification and documentation.
You will develop and manage the annual gas servicing programme to ensure all mandatory deadlines are met. Close collaboration with the Asset Compliance Officer, in house teams and contractors will be required to plan and execute boiler installations and upgrade projects, as well as overseeing responsive repairs, empty homes and out-of-hours gas services.
A significant part of the role will involve managing gas-related contracts to ensure high-quality service delivery whilst adehering to strict budgetary controls. You will also implement an audit regime to monitor compliance, identifying areas for improvement as necessary.
As the responsible person for legionella management, you will oversee contractor performance, ensure compliance with safety standards, and manage all associated documentation. Additionally, you will manage the water treatment contract for the control of legionella bacteria, ensuring full statutory and legislative compliance.
You will have day to day supervision of the Gas Technical Officer, ensuring they are equipped to maintain high service standards while also ensuring compliance with Gas Safety (Installation and Use) Regulations, Building Regulations, CDM Regulations, and all other relevant health and safety legislation.
You will provide technical advice to colleagues, contractors, and tenants, while responding to customer complaints and inquiries promptly. Additionally, you will chair progress meetings, manage certifications, and oversee the annual installation programme and budget.
The ideal candidate must hold relevant domestic and commercial gas qualifications and a WS1 Legionella Responsible Person certificate or be willing to attain one within 6 Months. In addition a Management or Supervisory Training Qualification would be desirable or be willing to obtain one within 12 months. Excellent leadership and team management skills are crucial, along with strong communication abilities to effectively engage with colleagues, contractors, and tenants.
It is desirable for applicants to have a full, UK driving licence and access to a vehicle for work purposes as travel within the Blackpool area will be required. Any offer of appointment will be subject to satisfactory basic clearance from the Disclosure and Barring Service (formerly CRB check). Informal hybrid working arrangements are available with this role dictated by service need. Currently the services team work 3 days in the office Monday, Wednesday and Friday and 2 days from home.
