JOB PURPOSE: To support the delivery of strategic planning, commissioning and enabling for all aspects of Strategic Housing. This will include the Housing Strategy, Homelessness Strategy, Growth Plans, Sub-Regional Plans, Private Sector Housing Policy and Strategy, Tenancy Strategy and Allocations Policy.
To devise, initiate and implement policies, projects, partnerships and strategies within the relevant statutory framework, Council policies and the Service Business Plan to maximise its contribution to the economic growth, social and environmental well-being of Cheshire West and Chester.
PRINCIPAL RESPONSIBILITIES
1. Develop and write key housing related strategies and policies as directed including:
* Housing Strategy
* Homelessness Review and Strategy
* Allocations Policy
* Growth Plans
* Sub-Regional Plans
* Private Sector Housing Policy and Strategy (Landlord Accreditation, Energy Efficiency, Empty Homes)
* Tenancy Strategy and Policy
* Housing Management Policies
1. Undertake, commission, collate and up-date housing based research and intelligence for both the settled and travelling communities. To develop alternative policies and strategies as a result of the information collected.
2. Develop, implement and monitor strategies, business plans, codes of practice, action plans and targets. Update and maintain specific software databases where required and recommend, develop and implement new policies and procedures arising from it.
3. Develop, support and implement new projects and programmes that respond to an identified housing need and involve partners where beneficial.
4. Commission, contract and monitor services and projects to support the delivery of strategic housing plans and strategies.
5. Ensure the Council fulfils its statutory housing landlord obligations and functions, including the annual HRA budget setting process, rent setting and determination of the housing capital programme. Ensure all policies are in place to deliver high quality landlord services and contribute to the assessment of options for future assets management, investment and ownership of the stock.
6. Ensure that Senior Managers are properly informed and advised on issues regarding the service functions, including consultation documents, changes to legislation, regulation or policy to ensure corporate compliance. Respond to such documents as necessary and advise on the implications of relevant legislation to ensure that legal, statutory and other relevant provisions governing or affecting the Section's functions are observed.
7. Be responsible for the collation of statistics for service including, national, regional, sub-regional and local indicators, ensuring that methodology and audit processes are fully compliant. Analyse performance and recommend improvement strategies where necessary.
8. Develop consultation and engagement processes as required.
9. Seek out and maximise external funding to support the Council's strategic aims. Prepare bids and submissions for additional resources.
10. Develop, co-ordinate and maintain partnerships and relationships with key organisations and players representing the Council's interests, maximising resources and ensuring an effective partnership response to tackling homelessness and meeting housing needs across Cheshire West and Chester.
11. Produce performance, information reports and advice for Senior Managers, Elected Members, Partners, Stakeholders and members of the public, in a variety of formats dependent upon the audience.
12. Be responsible for budget monitoring in relation to revenue, capital, grant, and loan funding.
NOTE: Notwithstanding the detail in this job description, the job holder will undertake such work as may be determined by the Manager from time to time, up to or at a level consistent with the Principal Responsibilities of the job.
This role is classed as agile worker role and this means that the role will mostly work from home but may be required to attend physical meetings in any of the Councils or its partners offices/locations.
