Positive Employment is currently recruiting for a Senior Licensing Officer for our client a local government organisation in Bedford. The successful candidate will be responsible for the co-ordination of the work of the Licensing staff. Personally direct the work undertaken and to supervise the work of staff in that office concerned to deliver an efficient and effective licensing service including the administration of applications and compliance activities. This is initially a 3 month contract with the possibility to extend after that date. This role is hybrid working, with 2 days a week in the office required. Duties and Responsibilities but not limited to: Be responsible for the day-to-day supervision of the Licensing Service Team and for the allocation of work to team members and targets for those members of staff. Ensure that the premises, vehicles and people that require licensing or consents comply with all relevant requirements and licensing conditions. Prepare reports for Sub-Committee and Committee meetings on licensing matters generally and individual applications as appropriate. Carry out investigations, prepare evidence and appear at licensing (Sub-) Committee, mediation hearings, Court proceedings and Pubwatch/Taxi Forum meetings as appropriate. Facilitate Mediation between applicants, responsible authorities and interested parties, with a view to informally resolving representations against licensing applications. Maintain the computerised record system for licensing including the provision of management information. Maintain accurate records of complaints regarding licensing matters. Meet relevant targets and performance standards in relation to the assigned duties in order to achieve high standards of service delivery. Maintain an up to date knowledge of licensing law and procedures, attend training courses as required. Ensure that the necessary public registers and other documents are kept accurate and up to date. Manage the budgets allocated to the post in compliance with the responsibilities placed on budget holders by Financial Regulations, to keep such records as the postholder requires to meet those responsibilities and to apprise the post’s line manager of all budgetary pressures and all other risks to the budgetary obligations of the organisation as soon as possible and to ensure that procurement decisions are taken in accordance with the organisation's approved policies. Personal Requirements: Be able to demonstrate an extensive understanding and knowledge of licensing in a local authority and preferably hold the Institute of Licensing’s qualification for Licensing Professionals or a commitment to obtain this speedily. Experience of local authority licensing services at a supervisory or managerial level and setting performance targets. Proven track record in delivering initiatives to improve a regulatory service Experience of budgetary management and knowledge of performance and statistical monitoring. Direct experience of compliance inspections in licensed premises/vehicles. Excellent knowledge of relevant ICT systems. Working Hours: 37hrs / 9:00am - 17:00pm / Monday to Friday Pay: £35.00 - £40.00 per hour Please note this role is within the scope of IR35.
