Our PMO function is busy with numerous projects and programmes running with a pipeline of future work slated to kick off this year. It's for this reason we are seeking an experienced Portfolio Manager with extensive experience of a Tech enabled change function, able to establish Portfolio protocols that ensure quality reporting and consistency in approach across the organisation.
ROLE OVERVIEW
As Portfolio Manager, you will establish and lead the organization's portfolio office, ensuring structured governance, prioritization, and tracking of strategic initiatives. This high-impact role will be instrumental in driving transformation programs with significant financial and operational benefits across the healthcare sector. You will oversee KPI reporting, benefits realization, and provide critical insights to executive leadership to guide resource allocation and strategic planning.
KEY RESPONSIBILITIES
* You will be defining the portfolio management vision and operating model
* As Portfolio Manager, you will be tasked with creating the initial portfolio structure and taxonomy
* You will be establishing portfolio management processes where none previously existed
* You will be selecting and implementing appropriate portfolio management tools
* You will be developing templates and artifacts specific to portfolio oversight
* You will be leading the organizational change to adopt portfolio management practices
* You will be demonstrating early wins to build credibility for the function
Strategic Alignment
* You will be translating business strategy into technology initiatives
* As Portfolio Manager, you will be tasked with evaluating projects against strategic objectives using scoring models
* You will be conducting regular portfolio reviews to ensure continued alignment
* You will be identifying and addressing gaps between project outcomes and business needs
* You will be designing and implementing a comprehensive portfolio management framework
* As Portfolio Manager, you will be tasked with creating structured project intake processes ("front door")
* You will be developing prioritization mechanisms and governance structures
* You will be integrating portfolio management with existing project delivery methodologies
Performance Tracking & Reporting
* You will be establishing portfolio-level KPIs and metrics
* As Portfolio Manager, you will be tasked with developing and maintaining portfolio dashboards
* You will be monitoring transformation benefits and providing data-driven insights
* You will be identifying trends and patterns across projects
* You will be implementing corrective actions for underperforming segments
Governance & Investment Oversight
* You will be ensuring robust investment appraisals
* As Portfolio Manager, you will be tasked with maintaining oversight of portfolio risks and dependencies
* You will be establishing stage-gate approval processes for projects
* You will be creating decision-making frameworks for project selection and continuation
* You will be defining escalation paths for issues that require executive intervention
Resource Optimization
* You will be maintaining centralized visibility of all technology resources across projects
* As Portfolio Manager, you will be tasked with resolving resource conflicts between competing projects
* You will be identifying opportunities for resource sharing across projects
* You will be creating capacity planning models to forecast resource needs
Stakeholder Engagement
* You will be building strong relationships with senior stakeholders
* As Portfolio Manager, you will be tasked with driving alignment and transparency in portfolio decision-making
* You will be creating tailored communications for different stakeholder groups
* You will be managing executive expectations regarding portfolio performance
* You will be facilitating cross-functional collaboration on portfolio decisions
* You will be conducting portfolio maturity assessments
* As Portfolio Manager, you will be tasked with implementing best practices to enhance portfolio performance
* You will be gradually maturing portfolio practices as the organization evolves
* You will be creating feedback loops to improve future project estimation
Requirements:

Qualifications and Knowledge:
* Degree in business, project management, or a related field, or equivalent professional experience
* Strong knowledge of portfolio, programme, and project management methodologies (e.g., MoP, MSP, PRINCE2, or Agile)
Experience:
* Significant experience in leading portfolio management or similar strategic roles
* Proven track record of managing complex portfolios with multiple interdependencies and competing priorities
Communication and People Skills:
* Excellent stakeholder management skills, with the ability to influence and build consensus across diverse groups
* Clear and effective written and verbal communication skills tailored to various audiences
Organisational Skills:
* Strong ability to manage competing priorities and deliver within tight deadlines
* Proven capability in coordinating cross-functional teams and managing interdependencies
Specialist Knowledge and Skills:
* Advanced knowledge of portfolio performance metrics, investment appraisals, and benefits management
* Proficiency in portfolio management tools (e.g., SmartSheets, Power BI, MS Project, or other PPM software)
Qualifications and Knowledge:
* Relevant certifications (e.g., Management of Portfolios (MoP), P3O, or PMP)
* Familiarity with public sector governance structures and frameworks
Experience:
* Experience working within a healthcare or public sector environment
* Previous experience conducting portfolio maturity assessments and implementing improvements
Communication and People Skills:
* Experience delivering presentations to senior leadership or executive boards
* Ability to mediate and resolve conflicts in high-pressure environments
Organisational Skills:
* Experience designing and implementing organisational processes to improve efficiency
Specialist Knowledge and Skills:
* Understanding of risk management frameworks and their application in portfolio management
* Knowledge of change management principles and practices
