Watershed Manager
Section 1 – Position Summary
The Watershed Manager is responsible for developing and implementing watershed management plans and source water protection programs for NTMWD water resources in a manner that is inclusive of all stakeholders. This position is responsible for establishing goals and tracking key metrics related to water quality. Works closely with NTMWD staff in multiple departments and with external stakeholders, including government agencies, non-profits, and individual citizens in the community to achieve these goals. Position organizes and facilitates stakeholder meetings, prepares technical documents, analyzes water quality data, and tracks regulatory requirements related to source water quality.
Section 2 – Major Responsibilities
* Watershed Planning. Provides leadership in developing watershed management plans through the collection and analysis of land use and resource information, identification and clarification of stakeholder concerns, establishment of goals, and supporting locally initiated strategies.
* Provides leadership in community outreach efforts related to watershed plan development and implementation. This includes developing and disseminating outreach materials to stakeholders at venues and networking among agencies, organizations and individuals.
* Manages grants as needed and tracks cost share information. Maintains financial records necessary to manage grants. Keeps project on time and on budget. Writes quarterly and final reports.
* Investigates new techniques to maintain, protect and enhance water quality and related resources.
* Analyzes watershed and water quality data using models, GIS and statistical techniques.
* Works closely with operations staff to establish and monitor key performance indicators and water quality goals for NTMWD water resources.
* Provides support for water and wastewater treatment operations staff as needed.
* Develops strategies for watershed operations to meet water supply and conservation goals or to ensure regulatory compliance with clean water laws or regulations.
* Manages special projects and suspected illicit/unauthorized discharges that enter the sanitary sewer systems or lakes/streams in the service area.
* Prepares required administrative and regulatory reports as directed.
* Prepares and controls budget, related costs and billings including technical activities and special projects.
* Performs strategic planning for areas of responsibility.
Section 3 – Knowledge, Skills & Abilities
* Must possess considerable knowledge of hydrology, water quality and strategies for protecting and improving water quality in surface water.
* Must possess considerable knowledge of the local, state and federal laws regarding environmental regulations and the contractual obligations and agreements with customer cities.
* Must be able to work collaboratively with staff, outside agencies, and departments within the NTMWD to develop and implement collaborative solutions.
* Proficiency in preparing technical reports, maintaining accurate records, data management, word processing, project management, and presentations.
* Can communicate clearly and make verbal presentations.
* Proficiency in use of Microsoft Word, Excel and management software.
* Requires a valid Texas Drivers’ License.
Section 4 – Education and Experience
* Bachelor's degree in chemistry, biology, civil or environmental engineering, environmental science, or a related technical field.
* Requires strong background in water and wastewater quality requirements and environmental regulations.
* Five years of experience in the field of environmental, water and/or water resources activities with three years of supervisory experience preferred.
* Requires a valid Texas Driver’s License.
Section 5 – Environmental Factors, Working Conditions and Equipment
This position requires moderate physical exertion with occasional lifting up to 100 pounds. General mobility required to evaluate field sites. Working conditions include exposure to weather, chemical hazards and gases. Equipment used includes vehicles, calculator, computer, automatic samplers, field-testing equipment and some laboratory equipment.
