Strategic Commissioning Manager

Job Purpose
The Strategic Commissioning Manager will support the Children & Adult’s Service Management Team in commissioning effective services that improve outcomes for local people. The role ensures that resources are directed towards high-impact services that meet statutory obligations while aligning with the Council’s strategic objectives. The post holder will work collaboratively within the Commissioning and Contracting Team to develop and implement commissioning strategies that enhance service quality and efficiency.
Key Responsibilities
* Commissioning & Service Planning: Lead on the planning, commissioning, and implementation of services to improve outcomes, realign provision where necessary, and maintain service quality.
* Performance Monitoring & Quality Assurance: Work closely with the Contracts Team to review provider performance, ensuring that quality assurance standards are met and maintained.
* Strategic Alignment: Embed the Council’s strategic objectives within the commissioning function to ensure services are aligned with local priorities.
* Service Improvement: Implement strategies to enhance service performance, regularly monitor progress, and work with stakeholders to drive improvements.
* Stakeholder Engagement: Build and manage relationships with service providers, partnership networks, users, and carers, ensuring their voice is reflected in service development.
* Negotiation & Procurement: Support contract negotiations with independent and private sector providers, ensuring services are cost-effective and meet local needs.
* Cross-Regional Collaboration: Work with commissioners across Tees Valley, the North East, and wider areas to share best practices and develop more efficient service delivery models.
* Workforce & Team Management: Lead a team, ensuring adherence to Council policies and providing management, supervision, and professional development opportunities.
* Leadership & Representation: Represent the service in multi-agency meetings and deputise for the Lead Strategic Commissioning and Contract Manager as required.
Essential Qualifications & Experience
* Educated to degree level or equivalent.
* At least 5 years of experience in managing Commissioning, Contracting, and Placement/Brokerage functions.
* Demonstrated experience in staff management and project management.
* Strong understanding and management of safeguarding systems and processes.
* In-depth knowledge of legislation, regulations, and guidance relevant to commissioning within social care.
