Description The Service & Team: Working within the Council's Housing Options team, the Rehousing Team play a key part in providing interim and temporary accommodation for families and individuals who are homeless. The role leads Placement Officers, Accommodation Officers, Sustainment Officers and Team Support Officers - whilst maximising opportunities to work with other teams within the Rehousing team and wider Council or partners. Being a key part of the Rehousing Team s management team bring many challenges. These include developing, designing, promoting and implementing new operating environments, promoting culture change and ensure integration of Rehousing Services with the wider Housing Options Service. The Role: To lead the team of Rehousing staff in the delivery of excellent customer service across all operational functions of the rehousing service provision. The Team will deliver effective management of the temporary accommodation stock in use by the Housing Options Service, including offering of and coordination of placements, tenancy management, void management in partnership with Cornwall Housing Limited and landlord liaison, working to agreed targets and standards to deliver a high quality and responsive management service. There will be a strong focus in ensuring the Council meets its statutory duties, including implementation of agreed procedures and processes, in respect of offering and making placements, property compliance and ensuring regulations relevant to specific household and accommodation types are not breached. There will also be a strong focus on ensuring that the team offer a quality service to applicants and that there is cost effective use of available accommodation, including working in liaison with Finance colleagues and Rents Team, to maximise income and minimise bad debt in relation to rent collection and cost recovery for accommodation, repairs and maintenance. To provide line management for the Rehousing Team, which includes Placements Officers, Accommodation Officers and team Support Officers. Providing Line management. Ensure staff can effectively manage their caseload within their allocated specialism. To oversee the day to day work of the team in terms of quality, volume and targets, ensuring that cases are properly monitored, and that high service standards are consistently met. To work in close partnership with the Rehousing Service Manager and wider Senior Management Team within the Service to ensure a seamless service is provided to those in housing need and that effective case management is undertaken in a timely way and in accordance with relevant legislation and internal policies and procedures. To contribute to the strategic direction, policy development, business improvement and leadership in an ever-changing environment, ensuring Housing Options provide high quality, customer focused and accessible services. The role requires a wide strategic vision and practical project delivery skills, alongside a good understanding of the requirements of partner agencies and other services within the council. Key areas of responsibility for the post holder include the development and monitoring the delivery of project plans, policies, projects and protocols for applicants requiring emergency and temporary accommodation through engagement and consultation, implementation and review. The post holder will also be required to assist and contribute to effective supply and demand models for temporary accommodation and produce reports as required based on demands and trends This is a public/customer-facing role, where the statutory English language requirement for public sector workers applies. This position will be subject to a criminal record disclosure check. Working Pattern: We will offer you 37 Hours a week, working Monday to Friday. There could be some out of hours work at times if needed. Working from a Council location or office, at home or visiting clients or providers, flexibility is key. What you’ll need to succeed: The applicant should hold an appropriate professional qualification in housing or leadership and management at Level 4 or above Have experience of assertive leadership, managing, motivating, performance managing and supervising a team in a housing environment to achieve service targets, outcomes and standards Have experience of managing budgets and ability to forecast, along with negotiation skills to ensure cost negotiation and reduction is a priority. Have detailed knowledge of the Homelessness Legislation (Part VII of Housing Act 1996 & Homelessness Act 2002, Localism Act 2011, Homeless Reduction Act) to be able to be operated within the legislation to effectively meet homelessness accommodation duties, and in particular bringing the duty to an end. Have detailed knowledge of the Social Housing Allocations Framework (Part VI of Housing Act 1996) to be able to correctly end any accommodation duties owed under the Homelessness Legislation, to suitably challenge any landlord or applicant refusal of an offer of Part VI accommodation. Have detailed knowledge of working practices of Private Rented Sector effectively utilise private rented sector offers under the Localism Act, for example via discharge of duty into the Private Rented Sector, and implement effective tenancy sustainment practices to prevent repeat homelessness. Have detailed knowledge of property management procedures including compliance with relevant legal requirements Have experience of dealing with a range of vulnerable clients and the ability to deal sensitively with challenging issues; applying an asset based and creative and problem-solving approach wherever possible. Supervising a team and organising work schedules to ensure effect allocation of resources. Have experience of engaging with elected members, other council departments, external partners, suppliers and other bodies to achieve organisational aims and objectives. Foster positive relationships with internal and external partners.
