PRIMARY DUTIES & AREAS OF RESPONSIBILITY Act as an advocate for patients, carers, the service and organisation at all times at local, regional and national level. Utilise innovative and intuitive skills to help address problems which the organisation may encounter in its drive to improve quality care objectives Maintain professional registration and work within NMC standards and guidance at all times. In partnership with service leads, be responsible for the future planning, development and funding of initiatives in order to pre-empt the changing needs of the service, recruitment processes, induction, appraisal and personal development planning. Comply with the financial instructions of the Trust. Develop business cases to support the service Participate in regular reviews of actual/ potential clinic risks, working closely with department staff to identify strategies for risk reduction Where key systems and process are dependent on the role of the Consultant Nurse ensure there is appropriate clinical cover for planned absence in and out of hours Actively participate in negotiation and forming an agreed job plan that describes the roles and responsibilities of direct clinical care and supporting professorial activities Advise and support staff to plan and coordinate workload and workforce deployment through job planning to ensure consistent and continuous delivery Actively promote the role of consultants and advance clinical practitioners within the MDT, thereby supporting and encouraging colleagues towards achieving excellence in their role Act as an expert resource in supporting the organisation to attain its clinical governance objectives. To maintain an active direct care role as an expert within their specialist area of clinical practice Take the lead in strategic development of expert practice extending boundaries and creating frameworks for the enhancement of nursing within their specialty through leading and participation in special interest groups Promote safe practice in accordance with the principles of scope of professional practice, nurse prescribing and advanced practice guidelines To develop patient focused services, providing professional and clinical role modelling to all staff groups To work as an independent prescriber as per Trust and departmental policies Adhering to professional organisational and legal frameworks, policies, and guidance, undertake to prescribe for patients in the care of the post holder Appraise and translate new information and evidence into policy and practice Form networks with other Trusts, agencies and regulating bodies at a regional and national level in order to identify developments in practice and variations and gaps in service provision Take a lead role and shape the development of joint working arrangements with social services and other agencies at a local level Identify service opportunities and developments for the area of speciality and actively contribute and lead on implementation Articulate the limits of ones own professional competence and ensure other clinicians are updated and aware of the role of the Nurse Consultant Develop personal, professional and academic objectives in line with agreed personal development plan Represent/deputise for the Director of Nursing/Deputy/Assistant Director of Nursing as required at Trust, ICS, regional, National level and be a proactive member of the senior nursing team MANAGEMENT AND LEADERSHIP Lead, interpret and disseminate overall health service policy and strategy to influence change and provide expert recommendations to managers. Lead in the use of Public and Patient Involvement and co-production with service users and families to develop training and practice Provide expert clinical leadership, support, advice and education for the multidisciplinary team with a high degree of autonomy in the development and delivery of new systems and processes which facilitate improved recruitment, training, development and retention Possess and make full use of leadership and change management skills in supporting clinical services develop comprehensive treatment strategies for their respective client groups To take overall lead responsibility in providing effective professional leadership and governance across the trust To line manage To take ownership for unresolved problems/queries that are escalated and ensure they are resolved in agreed timescales Lead and participate on timely recruitment in the department, liaising closely with Trust HR and recruitment to ensure recruitment best practice is in place at all times Play a key role in leadership, consultancy and professional development through modelling, mentorship and clinical supervision to inspire colleagues and improve quality and professional practice Be a creative, innovative leader in further developing nursing and multidisciplinary practice in all aspects of patient care EDUCATION AND TRAINING To build strong links with higher education providers to provide expert advice, influence curricula development and to support the development of appropriate educational and training programmes for both undergraduate and Post graduate curricula whilst considering the financial implications and alternative methods of learning Participate in the development of education training programmes to ensure speciality education, research and practice development is disseminated Actively be involved with, and where appropriate lead on, education, research and practice developments within the Trust and associated networks Identify and update own training needs by participating in personal development reviews, attendance at courses, conferences and study days, in addition to mandatory training Provide expert clinical advice, information, education and support a multidisciplinary team in a way that fosters cohesive, respectful and person centred relationships Provide/facilitate formal/informal educational session within the trust and nationally with regards to best practice and service development Identify new nursing skills required to care for the patient group: develop training programmes for staff to acquire these skills; mechanisms to assess competence in these skills and provide ongoing professional supervision of staff To identify resources and effectively communicate with divisions to ensure annual training needs analysis and secure appropriate utilisation of resources Work collaboratively and demonstrate a commitment to sharing expertise and disseminating information AUDIT AND RESEARCH Lead the development of effective processes for People and Public Involvement and coproduction with service users when developing services and carrying out research and evaluation. Lead, promote and coordinate nursing research to promote evidence-based practice at Trust and National leve1 Actively disseminate research outcomes and best practice through publishing and participation in local and national/international educational forums/conferences Be proficient in conference presentation and presentation speaking Initiate and develop own research to Masters and Doctorate level in line with service and national requirements. Actively seek research-funding opportunities, establish research proposals and manage research grants as appropriate Be involved in the implementation of national guidelines in accordance with clinical governance strategy Offer nursing evidence-based advice on practice where there are no precedents or protocols and challenge current practice and service delivery. Participate in the Trusts nursing research and clinical practice forum and assist in the development of research-based practice and protocols/guidelines.
