Job Title: Procurement Specialist (MCIPS)
Salary: £45,000
Location: Oxford, 1 day on-site
We are seeking an experienced, MCIPS-qualified Procurement Specialist to provide high-level professional expertise and leadership for strategic procurement activities. This is a pivotal role where the successful candidate will shape, deliver, and enforce procurement policies, oversee significant contractual projects, and guide other procurement professionals. With a broad remit and the authority to make key decisions, this role is critical to ensuring the organisation’s compliance with legal obligations and achieving value-for-money outcomes.
Key Responsibilities:
1. Strategic Procurement Leadership:
Establish, implement, and enforce procurement policies.
Lead end-to-end management of major tenders, ensuring compliance with legal and organisational standards.
Scope, evaluate, negotiate, and award a range of high-value contracts.
2. Stakeholder and Project Support:
Provide professional advice and support to project managers and stakeholders.
Represent procurement on project boards and teams, driving compliance and value-for-money.
Proactively identify and manage procurement risks in line with organisational frameworks.
3. Mentoring and Development:
Mentor and support procurement team members, fostering a culture of excellence.
Deliver training programmes to internal and external stakeholders on procurement best practices.
4. Policy and Process Improvement:
Continuously enhance the organisation’s commercial terms, service-level agreements, and procurement policies.
Ensure environmentally conscious procurement and secure disposal of goods.
Drive process improvements to eliminate waste and increase efficiency.
5. Contract and Supplier Management:
Oversee contract implementation, compliance, and performance monitoring.
Negotiate and manage supplier agreements, ensuring alignment with organisational goals.
What you’ll need to succeed
Qualifications:
1. MCIPS Professional Qualification (Chartered Institute of Procurement and Supply).
Experience:
1. Significant experience in commercial and public-sector procurement.
2. Proven track record of managing contracts across categories such as IT, FM, Professional Services, and Fleet/Travel.
3. Expertise in contract law, EU procurement regulations, and modern contract forms.
4. Strong strategic planning and negotiation skills.
5. Excellent organisational, analytical, and communication abilities.
6. Capable of working autonomously under pressure and balancing competing priorities.
7. Proficient in developing service-level agreements and monitoring contract performance.
