X1: Local Authority and Payment Subsidy Officer within Local Authority Partnership, Engagement & Delivery Division (LA-PED) - This role will be based in:

Contract Management and Partner Delivery directorate consists of seven divisions and are currently looking to fill two roles:
x1 Local Authority and Payment Subsidy Officer
The Local Authority Payments and Subsidy Team sits within Local Authority Partnership, Engagement & Delivery Division (LA-PED). The team are responsible for ensuring Local Authorities (LAs) are correctly reimbursed for Housing Benefit (HB) administered to claimants and similarly recovering any overpayment made to LAs.
The post holder will be responsible for paying HB, using the laid down processes and procedures effectively by building strong effective customer relationships and providing support and expertise to customers.
This role will involve managing key relationships with:
* Local authorities
* Housing Benefit policy colleagues
* DWP Technology colleagues
* IT suppliers
* External audit organisations in England, Scotland and Wales
* National Audit Office
* Shared Services Connected Limited
* HMRC
The successful candidate can expect to lead or be involved with:
* Administering DWP payments to LAs, ensuring the integrity and accuracy of the payments.
* Recording/Updating financial records accurately.
* Contributing towards the on-going maintenance and development of the HB computer system and ensure the timely and accurate updating of PDF HB forms.
* Making decisions on the recovery of HB overpaid to LAs.
* Reviewing LA HB funding estimates; challenging and gaining agreement with LAs appropriately.
* Providing HB advice and guidance to LAs in-line with policy and procedures.
* Supporting the annual audit of the DWP HB Account, developing strong relations with the National Audit Office.
* Supporting the delivery of annual workshops to LAs.
X1 Operation support officer
Provider Referral and Payment (PRaP) Operational Support, Digital & Database Support Team (PODDS) sits within the Controls and Assurance Division (CAD). The team provides live running support for the PRaP system, together with technical support to all its users, including external providers.
The Team:
* Offer impacting advice for new programme development and IT changes.
* Play a critical role in managing payments to the Contracted Employment providers.
* Build and maintain Contracted and Grant Employment Provision programmes within the PRaP System.
* Ensure the smooth running of the DWP PRaP IT system which manages Contract and Grant funded Employment Programme referrals and invoices for external Providers.
The successful candidate can expect to lead or be involved with:
* Inbox Management – Responding to enquiries received from External Providers, recording enquires and providing inbox analysis.
* Incident investigation, reporting and resolution – Raising incidents when issues arise with PRaP, reporting and impacting resolutions.
* Calculation of any errors, working with stakeholders to discuss and resolve disputed items.
* Running reports daily and monthly to support Management Information and decision making.
* Use your analytical and problem-solving skills to ensure effective management of issues raised.
* Confidently and effectively communicate with external bodies and provide upskilling and training on new/existing programmes.
* The successful candidate would be expected to gain SC clearance prior to commencing this role. Applicants should be aware that this can take up to 10 weeks.
