About the job Job summary The Ministry of Defence (MOD) is the UK Governments fourth largest spending Department with a budget exceeding £48Bn per year and net assets valued at over £100Bn. MOD is responsible for over 40% of the value of all Government contracts placed with the private sector each year. As part of the MOD, Strategic Command (UKStratCom) manages all allocated joint capabilities from the three armed services, Air, Navy and Army, comprising of Defence Intelligence, Special Forces, Joint Force Development, Joint Medical Group, Information Systems and Support, Permanent Joint Headquarters, Permanent Overseas Operating Bases, Support to Operations and Defence Support, with permanent front-line bases spread across the UK and overseas. Led by 2 Director Defence Support Major Programmes are responsible for a portfolio of work improving the way Support operates, formalising the rules of how Support functions and introduce an operating model, as well as making changes to processes and systems that are inefficient or difficult to maintain. Major Programmes includes Business Modernisation for Support (BMfS), Future Defence Support Services (FDSS) and Strategic Road Transport (SRT). This position is advertised at 37 hours per week. Job description UKStratCom Commercial is offering a unique opportunity to work in a diverse, interesting and fast-paced environment delivering essential procurement and contract management activities to support UKStratCom outputs. Defence Support provides functional ownership and oversight of all support activities across Defence with an annual budget in excess of £14bn. The Defence Support Commercial team is embedded within the delivery teams and is recognised as a highly competent team of professionals who provide commercial advice and support to enable the objectives of the organisation to be met. This role is leading the Defence Support Major Programmes team and offers you the opportunity to be a leader in a diverse, interesting and high tempo environment. You will play a crucial and pivotal role leading and cultivating the team displaying significant commercial experience and deputising for the Assistant Head of Commercial as required. You will be working with a diverse range of stakeholders both military and civilian who seek to improve the way Defence Support operates as well as making vital changes to processes and systems that are inefficient or difficult to maintain through a series of contracts from Category D to Category A. Developing networks across UKStratCom, Ministry of Defence, Other Government Departments, Crown Commercial Services, to enable effective engagement with all stakeholders. Develop tender documentation and run procurements, ensuring that best practice and lessons learned are incorporated from the wider StratCom Commercial. Actively manage and monitor contracts in line with Contract Management Plans, ensuring compliance to the appropriate processes and operating procedures. Develop sourcing strategies in partnership with project and customer stakeholders in line with current legislation and Government/MOD policy and procedures. Actively seek out and promote 'Commercial Awareness' opportunities. Being an active member of the UKStratCom Commercial community, sharing best practice and LFE, actively seeking out opportunities to support the development of commercial skills both within the function and in the wider business. Act as a role model for others, demonstrating effective communication and appropriate behaviours, whilst ensuring compliance with standards and policies Essential Criteria The successful candidate must provide evidence of CIPS level 4 (or equivalent) or be willing to work towards this by commencing study within one year of appointment. Additionally, the successful candidate will be expected to undertake and pass the MOD Practitioner Commercial License Assessment.
