We have an exciting opportunity for someone to gain experience and expertise in public health intelligence, working as part of the DHSC Local Knowledge and Intelligence Service (LKIS).
LKIS contributes to achieving the DHSC purpose by delivering analysis, training and insight. Part of the DHSC Office for Health Improvement and Disparities (OHID), LKIS works as a distributed network with a team in each of the seven health regions. Our goal is to support more effective and efficient regional & local health intelligence systems and improved data-informed decision-making on health and care.
Based within the Places and Regions Directorate, each regional LKIS team works as part of the OHID public health regional team, led by the Regional Director of Public Health. The regional team works closely with health intelligence specialists and other partners in local systems. LKIS has strong ethos of collaboration and innovation, serving as a source of expertise in public health intelligence.
This role is offered as an apprenticeship. Undertaking the Health and Care Intelligence Specialist (Level 7) apprenticeship is a requirement of the role.
Job description
As a Public Health Intelligence Analyst, you will be part of a dynamic team responsible for delivering an effective programme of health intelligence to inform public health delivery in England. You will be embedded in one of the seven LKIS regional teams and work with the team and other OHID colleagues to deliver high quality analysis and other health intelligence related activity to inform public health policy and practice.
Person specification
* Successful participation in and completion of the Health and Care Intelligence Specialist (Level 7) apprenticeship
* Providing advice and support in the use of common sources of data for public health purposes
* Applying analytical, statistical and epidemiological methods to a range of public health data to support routine and ad hoc analytical projects and tasks
* Planning, managing and delivering on a range of assigned projects requiring analytic input, including negotiating and agreeing the most appropriate data output, initiating and planning workloads and setting delivery timescales
* Ensuring compliance with quality assurance policy and procedures and taking responsibility for producing data quality reports on hosted databases
* Participating in an ad hoc health intelligence request service for users of the services and providing specialist advice on appropriate use of this information
* Supporting the local translation and dissemination of health intelligence outputs through awareness raising and signposting
* Using a variety of methods including written briefings and oral presentations to communicate the implications of public health analytical outputs for action to improve local population health to stakeholders from a range of backgrounds
* Supporting the training and induction of OHID staff as well as participating in the programme of training in health intelligence for external stakeholders
* Attending meetings with key local stakeholders and playing an active role in the hosted network for public health intelligence specialists.
* Working collaboratively as part of the analytical capability within OHID and wider DHSC assisting colleagues in the delivery of the analytical work programme
* Ensuring personal, and promoting team, compliance with corporate policies in relation to security, confidentiality and release of information
* Supervision of relevant staff as directed.
Qualifications:
* A first- or second-class honours degree in a numerate subject, containing taught statistical content (e.g. Statistics, Mathematics, Economics, Sciences, Business Studies, Psychology, Geography, Data Science or similar) OR proven work experience in any data-driven professional capacity, such as data science, data engineering or analysis.
Knowledge and Experience:
* Experience in the use of statistical and analytical methods for interpreting and understanding data sets
* Experience in the development of systems for the inputting, storing and dissemination of information
* Experience in the training and development of others in information skills
* Ability to analyse very complex issues where material is conflicting and drawn from multiple sources.
* Knowledge of data security and confidentiality issues.
Skills and Capabilities:
* Well-developed epidemiological and / or statistical skills
* Comprehensive knowledge of software skills in spreadsheets, databases and statistical methods including GIS, statistical software (e.g. R, Stata, SAS, SQL)
* Ability to analyse and resolve highly complex information queries and problems
* Able to present the findings from complex analysis to a non-analytical audience.

Selection process details

Apprenticeship eligibility requirements
To be eligible to apply for the apprenticeship you need to meet the following criteria. You:

The successful candidate(s) will be enrolled onto a Health and Care Intelligence Specialist (Level 7) apprenticeship.

To start an apprenticeship, youâll need to be:

New Entrants to the Civil Service
